Background This manual establishes standard administrative policy for the assignment and management of NICKA data. The NICKA system fulfills the Office of the Secretary of Defense (OSD) requirement for maintenance of NICKA data by the Joint Staff. NICKA maintains records of all reported code words and their statuses. It also maintains all exercise terms and all currently authorized nicknames. The system validates code word and nickname usage with assigned agencies and ensures authorized nicknames and code words are not duplicated.
