										<content:encoded><![CDATA[<p>The following document was obtained by The Black Vault through the Freedom of Information Act (FOIA), and was part of the “<a href="https://www.theblackvault.com/documentarchive/the-stargate-collection/">Stargate Collection</a>” release.</p>
<p>The document below titled &#8220;Controlled Offensive Behavior &#8211; USSR&#8221; from January 1972, released under the Freedom of Information Act, is a detailed account of Soviet research into human vulnerability, particularly in terms of incapacitating individuals or small groups. The report focuses on various methods used for influencing or altering human behavior, which includes extensive research by the Soviet scientific community in fields such as biophysics, psychology, physiology, and neuropsychiatry. This research has led to the exploration of techniques like biochemicals, sound, light, color, odors, sensory deprivation, sleep, electronic and magnetic fields, hypnosis, autosuggestion, and paranormal phenomena​​​​.</p>
<p>One of the alarming revelations from the report is the practice of &#8220;mental reorientation&#8221; of political dissenters in the USSR. This reorientation is executed through means such as confinements, isolation, and psychopharmaceutical administration, causing concern among the international psychiatric community. The report alleges that this treatment of individuals, deemed as insane, is actually a guise for physical and medical treatment under psychiatric care rehabilitation​​.</p>
<p>The report also delves into sensory deprivation techniques, which have been put to use on humans. These techniques, which include sensory isolation and increased confusion and disorientation, aim to lower morale, create anxiety, and induce states of suggestibility, leading to potential false confessions​​.</p>
<p>Additionally, the report provides detailed case histories of political detainees, shedding light on the procedures used in the Soviet Union from arrest to confession. These procedures typically involve the collaboration of the KGB, medical experts providing false diagnoses, and courts confirming these findings, leading to the detainees being sent to prison asylums until they are &#8220;cured,&#8221; which usually means a confession of mental aberration​​.</p>
<p>Furthermore, the report includes descriptions of conditions in Soviet psychiatric institutions, highlighting the use of powerful drugs as a form of punishment or manipulation. These drugs are reported to cause severe adverse reactions and, in some cases, lead to the reduction of individuals to a vegetative state​​.</p>
<p>While the Soviet government denied these charges, claiming that only those who committed socially dangerous acts or became ill during investigations were sent to psychiatric institutions, the report presents a different narrative. It argues that despite ideological resistance, Soviet behavior scientists possess the ability to combine various principles under a common group of laws, indicating a sophisticated level of research in the field​​.</p>
<p>In conclusion, the document reveals a complex and often disturbing picture of Soviet research and practices in human behavior manipulation, covering a broad spectrum of methods and applications, from psychiatric treatments to advanced studies in parapsychology and biocybernetics​​.</p>

<p>Extrasensory perception (ESP) involves reception of information not gained through the recognized senses and not inferred from experience. The term was coined by German psychical researcher, Rudolf Tischner, and adopted by Duke University psychologist J. B. Rhine to denote psychic abilities such as telepathy and clairvoyance, and their trans-temporal operation as precognition or retrocognition. ESP is also sometimes casually referred to as a sixth sense, gut instinct or hunch. The term implies acquisition of information by means external to the basic limiting assumptions of science, such as that organisms can only receive information from the past to the present.</p>

In the course of processing that request, the DIA found USAF records and forwarded them to that agency for review and release to me. This letter was sent, and states that they are classified and unable to be released.</p>

In the course of processing that request, the DIA found CIA records and forwarded them to that agency for review and release to me. This letter was sent, and states that they are classified and unable to be released.</p>
<p>Years after the above denial of ALL ESP records, The Black Vault filed a Mandatory Declassification Review (MDR) to try again and get access to CIA documents on ESP.</p>
<p>I was able to pry a single document out, totaling four pages, which talks about ESP research. This is available below. However, the remaining unknown number of pages (one additional document, according to the letter), were still withheld and denied.</p>

Since reports of apparently significant ESP performances are increasing in number, it becomes more important to use the most rigorous of experimental techniques in testing the ESP hypothesis. A design of a scientifically rigorous experiment in ESP is presented as an acceptable model for work in this field. This report covers the design of an objective test of three modes of ESP, pretest considerations and planning, final testing, and results obtained using the specially designed testing and recording machine, the VERITAC. Finally, a statistical analysis of the results and a discussion of statistical considerations are presented.</p>

<p>A number of specific hypotheses about correlates of hypnotizability were tested. A sample of 25 Ss representative of the investigators&#8217; special volunteer population was drawn. The criterion of hypnotizability used was the maximum hypnotic depth achieved in as many intensive hypnotic training sessions as E needed in order to feel confident that a stable plateau in the S&#8217;s performance had been reached. Findings confirmed the hypotheses that hypnotizability could be predicted from a general propensity for unusual subjective hypnotic-like experiences, from attitudes and motivational factors specifically relating to hypnosis, and from postural sway, heat illusion, and vividness of mental imagery. In addition, with few exceptions, the hypothesis was supported that there would be only negligible relationships between hypnotizability and measures of personality. Defining hypnotizability as a plateau performance rather than as some briefer estimate was shown to be cogent.</p>

<p>This report presents the results of a review of Soviet research on the biophysics of parapsychological processes. The reviewers centered their attention on novel biophysical Information transfer (NBIT) mechanisms. The body of the report treats Soviet application of statistical theories, research done on electrostatics, the development of remote sensors, hypothesized carrier mechanisms, human sensitivity to magnetic fields, and performance training to improve. NBIT speculations are made with respect to Soviet research organization and as to the direction of future R&amp;D. Conclusions are drawn concerning Soviet progress in understanding and applying NBIT mechanisms.</p>
<p>I requested the document Parapsychology and AI Research Report, 75-11096, but received the below report instead. I believe the CIA made a mistake, and I have filed an appeal for the record I requested. However, the below is related, and is archived here for reference.</p>

<p>According to the document:</p>
<p style="padding-left: 30px;"><em><strong>&#8220;The purpose of this study is to review and assess Warsaw Pact country activities in para physics research. This includes assessment of trends, current research, and potential future achievements. Main concentration is on the USSR. Those topics that are considered of high potential are emphasized, although other topics that may have an indirect influence are also considered. This study has also been updated to include recent paraphysics research and activities that have occurred since the 1978 publication of the original study.&#8221;</strong></em></p>

The authors of this article do not consider themselves specialists in parapsychology. However, in view of the increasing number of publications (especially of a popular scientific nature) both abroad and in the USSR, they feel compelled to take a position on observations and research on individuals with paranormal faculties. These publications are primarily the work of journalists and only in isolated cases of specialists, including psychologists and physiologists. They are not infrequently sensational and they do not fulfill the requirements of proper research. Nevertheless, they fall on the receptive ears of scientists in various disciplines, not to mention the average reader.&#8221; In this connection, the results of a survey conducted by the editorial staff of the English periodical &#8220;New<br />

<h3>Excerpt</h3>
<p style="padding-left: 30px;"><em><strong>Recently more and more is being said about the application of extra-sensual attention (MSF), mental telepathy, as a means of telecommunication. Numerous publications dealing on this matter in popular print do not have too many selective informations on the subject. In such a situation it cannot be simply estimated that the cause of it is sensational increasing the relatively soanty factual material, or are these strategic causes and only some new findings learned about it have reached the press. </strong></em></p>
