The Whitewater scandal began with investigations into the real estate investments of Bill and Hillary Clinton and their associates, Jim and Susan McDougal in the Whitewater Development Corporation, a failed business venture in the 1970s and 1980s. According to ABC News: “A photo shoot involving a 747 used as Air Force One and one fighter jet flying at low altitude led to hundreds of frightened calls from residents and workers in Lower Manhattan this morning, triggering memories of 9-11 as many evacuated their offices. Introduction The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) ran a series of “gunwalking” sting operations between 2006 and 2011.
