Report of UFO at Time of Soviet Satellite Failure, February 9, 1978

Background

This is one of the many Central Intelligence Agency (CIA) documents released on UFOs. This was post Project Blue Book by 9 years, and technically, no U.S. government or military agency was supposed to be interested in UFOs at the time.

On June 6, 2018, I requested a Mandatory Declassification Review (MDR) request on the following, single page document. Although this is not the only one I filed around the same time frame, the key part of this specific document that was redacted and I aimed to get released, was the following:

The remaining blacked out portions were likely names of people and names of locations which we, as a country, maybe were not supposed to be in. You do not have much luck with those redactions, for  the most part. However, the above, seemed to be something interesting. Keep in mind, the U.S. government closed all investigations on UFOs 9 years prior. Whomever sent this memo, although was not sure if any agency was still interested, felt that there should be important information relayed. When the CIA first released this document (full version available below) back in 1978, the above redaction was considered classified. I thought in 2018, they could lift that veil of secrecy, however in my response letter dated 11 January 2019, the CIA admitted to losing the document. This is not the first time this has happened, and I now have documented losses from the National Security Agency (NSA), Defense Intelligence Agency (DIA) and now the CIA.
