Note: A Joint Explanatory Statement accompanying the National Defense Authorization Act (NDAA) is a document that explains the compromises and agreements reached between the House and Senate on various aspects of the legislation. Although it is not a statutory law and does not have the force of law, this statement is significant as it provides guidance on how the legislation should be interpreted and implemented by the executive branch. The executive branch often uses this statement as a reference to understand Congress’s intent behind specific provisions of the NDAA, in hopes that the implementation aligns with legislative expectations.
