Revealed in Navy FOIA case DON-NAVY-2021-009296, as filed by The Black Vault, on and around March 27, 2020, the UAP Security Classification Guide (SCG) was circulating withing certain U.S. Navy personnel for approvals and feedback. The list of recipients is unknown, beyond Scott Bray, as revealed by the release to The Black Vault of the final SCG much later on.
