According to an official FOIA release, and confirmed by Mr. Luis Elizondo’s attorney, Todd McMurtry in a statement to The Black Vault, this letter was hand delivered by Elizondo to the DoD. It was handed to John Garrity, Elizondo’s supervisor at the time.
