Per a FOIA release to The Black Vault via FOIA Case DON-NAVY-2021-006401, it was revealed that Luis Elizondo began emailing Alex Dietrich, a pilot who flew with Lt. David Fravor during the 2004 Tic-Tac encounter off the coast of San Diego.
The first email in the chain was on August 30, 2017, at 11:04am with the subject “Test Message”. The last in the chain was on September 25, 2017 at 11:26am. The rundown of emailed communications were:

These are the only emails released. It is likely, though a guess, Elizondo reached out to Dietrich around the same time (See “Mr. Luis Elizondo Contacts Commander David Fravor, Pilot who Engaged 2004 USS Nimitz “Tic-Tac,” for the First Time” in this timeline).
