It discusses the main political, economic, humanitarian, and security issues inside Iraq that are likely to demand attention during approximately the first three to five years after Saddam departs. In particular, it looks at the prospects for representative government in Iraq and at the ethnic, tribal, and religious forces that will affect its development.
