Background
Tamerlan Anzorovich Tsarnaevwas a terrorist who, with his brother Dzhokhar Tsarnaev, planted bombs at the Boston Marathon on April 15, 2013. The bombings killed three people and reportedly injured as many as 264 others. Tsarnaev was half-Chechen and half-Avar. He came to the United States in 2004. At the time of the bombings, Tsarnaev was an aspiring boxer who authorities believe had recently become a follower of radical Islam.
I discovered in the Congressional Correspondence Logs, the FBI had correspondence with Senators McCain and Levin regarding Tamerlan Tsarnaev and his connection to terrorism prior to the Boston Bombings.
When I filed a FOIA request in March of 2015 for these communications (FOIA Case 1325527-000), I was told there were “no records” regarding my request. So, I refiled in April of 2016, and with no explanation for the initial “no records” determination, I was given the correspondence.
