Counterintelligence / Counterespionage In The U.S. Navy, 14 May 1990

Background

The Soviet Union, its surrogates and other countries hostile to the United States, identify the U.S. Navy as a primary target for espionage. They want the Navy’ s classified information and critical technology. The Naval Investigative Service (NIS) has the primary mission of combating espionage and protecting the Department of the Navy from the efforts of hostile intelligence services. This paper focuses on our primary espionage threat, the Soviet Union, and describes its tactics and targets. The current NIS counterintelligence effort is examined and some of the recent Navy spy cases are reviewed. The paper concludes with recommendations for future courses of action to better protect the Navy from espionage.
