Central Intelligence Agency (CIA) FOIA Web Site Outage, 2014

Background

In June of 2014, the Central Intelligence Agency (CIA) FOIA online submission tool went down.

It created quite a few problems and frustrations for frequent requesters such as myself. So, I thought it would be interesting to see what they had internally regarding the incident.

So after the site went back online, I filed a a request on July 1, 2014 for the following:

“…all records pertaining to the temporary problem that brought down the CIA’s FOIA web site, including the ability to submit online FOIA requests, in June and July of 2014… {snip} which would include, but not be limited to, emails, letters, reports, inter-agency communications, etc.

It took until the end of March 20, 2017, nearly three years, for the responsive records to be released.

One of the most interesting finds in the batch of records, primarily internal e-mails regarding the incident, was what can be deduced as one person from the CIA’s IT department, who clearly stated the site was unsecure and he was out of ideas on how to fix it:
