The following case was submitted to The Black Vault / TBV Investigations on March 24, 2018. It was assigned to TBV Investigations researcher Jim Kerr for investigation. 

Witness Testimony

The following was submitted to TBV Investigations in the initial report:

“I observed a randomly flashing light that moved from the north in a southerly direction at various speeds, but generally slow. It appeared to almost hover at times and would also appear make slight changes in direction. The light light would flash with a bright silver slow pulse which was then followed by a quick much dimmer blink. Both were very random. It was visible for approximately 20 minutes and appeared change its general direction and moved in a more eastern direction and lights slowly became dimmer before disappearing. I also observed a similar object at approximately the same time the previous night at my residence and it appeared to behave nearly the same.”

The Investigation

On 03-29-2018 I interviewed witness Jimmy Fugitt and he related his observations of what he referred to as a strange craft flying in erratic directions with random flashing lights. The object appeared to almost hover at times and would also appear make slight changes in direction. He also stated he observed the same object the night before at the same approx time. His description of the object did not differ from his original written statement submitted to The Black Vault.

This was a nighttime sighting which occurred on 03/23/2018 11:30 PM, not a daytime sighting as the original date and time indicates. He further stated he did not believe this object to be an alien craft but possibly an advanced military craft. 

There are three airports within 20 miles of Greenup , KY. The weather was clear with good visibility with temperatures from 24 to 53 degrees.

On 03/23/2018 11:30 PM witness Jimmy Fugitt observed what he believed to be a strange craft flying in erratic directions with random flashing lights. The object appeared to almost hover at times and would also appear make slight changes in direction.

As an amateur astronomer I spend many nights observing the sky. In addition to celestial objects, I have observed countless aircraft, their flight patterns and marker lights. I also have tracked and observed satellites, the ISS and meteor showers . At night the human eye can play tricks with ones observations and perceptions. Aircraft marker lights can appear to flash in random pattern, dance around in erratic directions and even appear to hover. It is not uncommon to mistake a conventional aircraft classifying it as an unidentified flying object. 

Conclusion

Based on the witness description and my own observations, I believe the witness observed an aircraft in flight. However this case lacks sufficient evidence to make a solid conclusion.

SUBJECT: Photographs of 2 unidentified aircraft
LOCATION: Pioneer Park, Hwy. 17 – Independence/Covington, KY(Kenton County)
DATE: Sunday, November 2, 2003 – 5:26 to 5:28 p.m.

SUMMARY:
While walking my dog at Pioneer Park during daylight hours, I spotted an object in the sky that was, from my perspective, near the moon. The object was first considered a reflection of sunlight from an airplane as other high-flying planes reflecting sunlight had been visible moments earlier.However, the color of this object was pure white, unlike the gold-colored reflections seen on planes around that same time due to the color of the setting sun. Within moments, a second and identical object became apparent.Both were traveling with a slow path from east to north, first observed near the moon at an estimated 40-degrees above the horizon at 5:26 p.m.E.D.T.  The objects clearly traveled on course together and at thesame general speed, heading to the north and directly over Downtown, Cincinnati.The two objects became fainter as they moved to the north and eventually disappeared in the sky haze around 5:28 p.m..

During this two minute duration, sixteen photographs were made using an Olympus D-550 Zoom digital camera (3.0 megapixel) and the images stored on a 128 megabyte memory card.

The first photo was made without using the camera zoom, showing the first visible object near the moon. (Faint white object seen to the left of the moon at the 10 o’clock position).

The remaining photos were made using the zoom set at maximum, and the second object was not noticed until after the fifth photo was taken, It was, however, visibly apparent and photographed on the fourth photo.

When I realized two identical objects were traveling together I stopped taking pictures momentarily, trying to focus my eyes on the objects to ascertain some type of aircraft identification. I could not visually obtain any make on the objects and took note that the light source of each object did not seem reflective, as I had been seeing on other airplanes, as they were each ‘white’ in color and of the same intensity.

Several images were taken of the two objects as they moved off to the north, over Downtown Cincinnati. Foreground images of nearby trees are provided in the shot for frame of reference, although the auto focus mechanism of the Olympus camera tightened the focus on the trees, leaving the two aerial objects ‘soft’ on focus.

I could not identify them as airplanes nor could any preliminary analysis of the 16-digital photos using Adobe Photoshop 6.0 reveal any additional features, such as wings or a tail section, using the magnification tool.

These are the first objects I have photographed that I cannot give immediate account for. I cannot rule out that they are two military or other jet aircraft flying together, but the reflective appearance were distinctly different than other airplanes in the vicinity (aircraft can be seen at that time and usually took on a ‘reddish’ hue due to the setting sun).No contrails were present and no sound could be heard. Traffic on nearby Highway 17 would drown out any possible sound, however.

A word on “Reflection Time”

The “reflection time” of a plane reflecting sunlight is dependent upon many variables, such as the position of the sun, the situation and banking conditions of the plane, and the convenient location of the ground observer.In the case of these 2-objects seen near Cincinnati, it should be noted that the illumination of these two objects were nearly identical and their brightness was consistent throughout their 2-minute sighting time and path from east to north. In most cases, a reflective glare will recede after an aircraft performs a banking maneuver and solid aircraft structure can be seen. This was not the case with the 2-objects photographed near Cincinnati on November 2, 2003.

ADDITIONAL COMMENT

On Wednesday, October 29, a married couple reported a UFO sighting near Harrison Avenue in Cincinnati, Ohio, described as a bluish-white light that held a fixed position over Western Hills, also around 5:30 p.m. Thatreport is enclosed below.

Analysis Submissions

Indiana researcher Lynn Taylor
offers the following comments:

Obviously, the objects were east of your vantage point, in order to be in the frame with the Moon. Also apparent is the red component of the objects, which is likely and primarily the result of reflected long-wave light rays from the setting western sun.

Most importantly, if you view the attached image, you can clearly see the ovoid shape of the object, after much of the glare has been stripped away. I have also included embossed and edge-detected images for your study.As you mentioned in your report, there are no signs of wings, or any other features consistent with a conventional aircraft.

The fact that the objects seemed to be traveling at a reduced airspeed, would not rule out a non-conventional craft, or UFO, if you will.

I agree with your statement that any reflected sunlight is normally momentary and variable in nature from the vantage point of the viewer.The appearance of the objects as you reported them would be more consistent with self-illumination, caused by ionized atmospheric gases immediately surrounding the craft. At night, these emanations can appear in a range of intensities and colors, from deep red, to blue-white. Most “nocturnal lights” are reported as reddish-orange in color.

On July 11, 2004 at 5:06 p.m., a Knott County, Kentucky resident called the Cincinnati UFO Hotline (513-588-4548) to report a UFO sighting by 3 witnesses from the previous evening, Saturday, July 10th. His name and phone number are on file, deleted from this report for privacy purposes. He wanted to report the sighting and had asked his son go online to lookup a UFO reporting number.

The witness, 57 years old, is now retired but formerly worked with the EPA for 25-years. He said that he was standing outside shortly after dusk and, as darkness set in, stood talking with his wife and a friend on property along Route 550 near Leburn, Kentucky(Knott County). He said that besides himself, there were two other witnesses to the sighting; his wife (49-years old) who stood to his left, and his friend who works for The State of Kentucky as a Mining Inspector (also 49-years old). He said that the other two witnesses were impressed by the sighting as well.

“We were just standing outside talking,”he said, “when all of the sudden there was some kind of flash. This thing caught my eye, and it looked just like a star blew in half.”

The witness said that from his vantage point on property along Route 550 near Leburn, he was standing next to his wife and facing in the direction looking to the northeast. His friend had his back turned but also quickly looked to see the object(s). The witness aid that he couldn’t determine height or angle with exacting specifics,but thought it was situated in the sky at an estimated 70 degree to the northeast and the object itself was fairly high, like a star.

“Something caught my eye, like an implosion,”he said, “and I looked up and there was a flash. I would say the last of the flash part that caught my attention.

“I happened to look up and saw this thing that looked like a star that got real bright and split in two, one went one direction and one went the other direction. The one that went to the left kind of faded away in about 2 or 3 minutes after traveling straight across. The one that went to the right continued on in a sort-of-southerly direction, even somewhat southeast, and after a few minutes it suddenly made a 90-degree turn and came towards us. It started to come my direction where I was observing it from.

“It looked like a just like a star,as best as I could describe it, then after a couple of minutes it faded out, too.”

The witness also said the two objects,traveling in opposite directions, looked identical, resembling two stars in a straight line.

“The right-hand object went toward the east for several minutes and then it appeared as if it changed direction by about a 90-degree turn and it came toward us for 2 or 3-minutes and then it faded out.”

The witness informs that the largest community near his location would be Prestonsberg, Kentucky, about 35-miles away. Hazard, Kentucky is about 25-miles distant. He was unsure of any additional witness, asking if I knew if anything had been reported.

COMMENT

This appears to be an unusual sighting and the witness adds that he is “not a UFO person” and was curious if there were other reports. He remarked that the objects appeared star-like in appearance but could not account for the apparent flight performance.

I inquired if the witness knew of any military air zones near this location where aerial flare-training could be taking place, and he knew of no Military Operation Areas nearby. He said that he was in the military for years and had the ability to recognize flares, stressing that the right-hand object ‘undertook a certain maneuver’during the event. This reported maneuver seems to complicate any pay load or satellite re-entry, meteor/debris or flare explanation.
