Volume 1, January 1997<\/a>\u00a0<\/strong>[ 113\u00a0Pages, 11.91MB ] &#8211;\u00a0 In the early 1980s, the Soviet military was perhaps the first to argue that a new\u00a0&#8220;revolution&#8221; was occurring in military affairs. Today the Russian military argues that\u00a0precision-guided, non-nuclear, deep-strike weapons and the systems used to integrate\u00a0them are revolutionizing all aspects of military art and force structure &#8212; and elevating\u00a0combat capabilities on the order of 10 to the 6th power.\u00a0According to the Russian military, superiority\u00a0in the new Revolution in Military Affairs (RMA) proceeds from superiority in C*ISR\u00a0systems: 1) reconnaissance, surveillance, and target acquisition (RST A) systems, and\u00a02) &#8220;intelligent&#8221; command-and-control systems. Information technologies are now said\u00a0to be &#8220;the most formidable weapons of the 21st century&#8221;&#8211; and comparable in effects\u00a0to weapons of mass destruction. Indeed they constitute the essence of the new, 4th\u00a0RMA. The Russian politico-military leadership is therefore engineering a dramatic\u00a0shift away from material-intensive systems and toward science-intensive systems: away\u00a0from ballistic missiles, submarines, heavy \u00a0bombers, tanks, and artillery and toward\u00a0advanced C&#8217;ISR and EW systems.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.theblackvault.com\/images\/pdf.gif\" alt=\"\" \/>\u00a0<strong><a href=\"https:\/\/documents.theblackvault.com\/documents\/russia\/ImpactofRMAonRussianMilitaryAffairs-Vol2.pdf\">Impact of the RMA on Russian Military Affairs. Volume 2, January 1997<\/a>\u00a0<\/strong>[\u00a0494\u00a0Pages,\u00a013.5MB ] &#8211;\u00a0According to Russian military experts, a Revolution in Military Affairs (RMA)\u00a0consists of fundamental and qualitative changes in the methods of warfare generated\u00a0by scientific-technical progress. But an RMA must occur through strategy; if the\u00a0strategy of war as a whole does not change, then no RMA occurs&#8211;only the results of\u00a0scientific-technical progress or a Military-Technical Revolution (MTR).
