{"id":2601,"date":"2016-07-03T19:38:12","date_gmt":"2016-07-03T19:38:12","guid":{"rendered":"http:\/\/www.theblackvault.com\/documentarchive\/?p=2601"},"modified":"2020-12-06T22:25:16","modified_gmt":"2020-12-06T22:25:16","slug":"soviet-intelligence-targets-united-states-1946-1953","status":"publish","type":"post","link":"https:\/\/www.theblackvault.com\/documentarchive\/soviet-intelligence-targets-united-states-1946-1953\/","title":{"rendered":"Soviet Intelligence Targets in the United States, 1946-1953"},"content":{"rendered":"<h3>Background<\/h3>\n<p>The following is based on the introduction in the document:<\/p>\n<p style=\"padding-left: 30px;\"><em>The insatiable desire of the Soviet Union for intelligence of an\u00a0almost unbelievable scope and nature supplies the basis for this monograph.\u00a0The range of intelligence targets in the United States indicated by the Soviets\u00a0is, on the one hand, information vital to the security of the United States\u00a0and, on the other hand, information of perhaps some domestic value to the\u00a0Soviet Union, but not remotely connected with the actual security of the\u00a0United States. Between these divergencies we find a large volume of\u00a0targets that defy absolute classification in these two categories due to the\u00a0lack of information from the Soviets indicating the specific need to be fulfilled\u00a0by each target.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>This study revealed that known or tentatively identified Soviet\u00a0Intelligence Service agents operating in the United States were engaged in\u00a0developing intelligence regarding specific targets, but were also in most\u00a0instances, to a somewhat lesser degree, collecting information identical in\u00a0nature and source with individuals or organizations representing the Soviet\u00a0Union in other capacities.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>A review of intelligence target material developed by investigations\u00a0of the Federal Bureau of Investigation revealed that regardless of the means\u00a0employed to collect intelllgence and regardless of the categorical topics of\u00a0these targets, there appeared to be two logical classifications for consideration.\u00a0The first classification, which is discussed generally in Partl, involves the\u00a0mass collection of intelligence of a wide scope and\/or of a general nature.\u00a0The magnitude of material collected within this first classification suggests\u00a0that the Soviets collect a broad sampling of our knowledge for possible\u00a0refinement into specific or primary intelligence targets.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>The second logical classification of intelligence targets appears to\u00a0include those targets that are refined to specific or primary targets, and in\u00a0this way indicates more specific Soviet Intelligence interests in the United\u00a0States~ As this phase of the study suggests more of a practical application to\u00a0security and counterintelligence investigations, the material in this classification will be discussed comprehensively in Part II of this study.\u00a0It is not the purpose of this monograph to consider operational\u00a0techniques of Soviet Intelligence as a subject for study, except as they apply\u00a0to the definition of Soviet
