The research was intended for use in providing U.S. support to countries engaged in fighting Communist insurgents, particularly in Vietnam and Thailand.\u00a0Project AGILE was directed by the United States Department of Defense Advanced Research Projects Administration, or ARPA, and ran from mid 1961 through 1974, when it was canceled. The project was charged with developing methods to use in the looming Vietnam War, and also provided information for use by Thailand in counterinsurgency action against Communist rebels.&#8221;<\/strong><\/em><\/p>\n<p>The following are documents and reports released under the Freedom of Information Act:<\/p>\n<h3>The Military Research and Development Center, Thailand<\/h3>\n<p>The Military Research and Development Center, Thailand\u00a0(MRDC) is a Joint Thai-U.S. organization\u00a0established to undertake\u00a0research, development, test and evaluation activities\u00a0in support\u00a0of the Royal Thai Armed Forces, with special emphasis\u00a0on\u00a0strengthening Thai counterinsurgency capabilities.<\/p>\n<p>MRDC is established within the Thai Ministry\u00a0of Defense\u00a0Supreme Command Headquarters under the leadership of Major\u00a0General Singchai Menasuta, Director, and Mr. Thomas W.\u00a0Brundage, Deputy Director. It\u00a0is stalled jointly and its work\u00a0is\u00a0conducted jointly, by officers of the Royal Thai Armed Forces\u00a0and officers and civilians assigned\u00a0from the U.S. Department\u00a0of Defense. Representation From the United Kingdom Ministry\u00a0of Defence has also\u00a0been provided. Scientific, technical and\u00a0military operations experience are represented on the\u00a0staff. \u00a0The U.S.\u00a0component of the MRDC, called the Research and\u00a0Development Field Unit (RDFU), and requisite financial\u00a0and\u00a0materiel support, are provided through the Advanced Research\u00a0Projects Agency. This problem is exemplified by the\u00a0present conflict in the Republic of&#8217; Vietnam, where the opposing forces are usually\u00a0not distinguishable by any characteristic ethnic or racial features, identifying\u00a0clothing or uniforms, language, or other appearances or actions. Obviously, the\u00a0inability to identity the opposition makes almost impossible the task of controlling\u00a0or countering this foe. One approach to resolving this problem lies in the development of methods for marking or labeling the enemy so that friendly forces can\u00a0be distinguished from the foe.
