According to the U.S. Nuclear Regulatory Commission (NRC):

The U.S. Nuclear Regulatory Commission (NRC) was created as an independent agency by Congress in 1974 to ensure the safe use of radioactive materials for beneficial civilian purposes while protecting people and the environment. The NRC regulates commercial nuclear power plants and other uses of nuclear materials, such as in nuclear medicine, through licensing, inspection and enforcement of its requirements.

Over the years, many UFO reports have surfaced regarding unidentified craft being seen over sensitive nuclear installations. It only makes sense, that the NRC would be a prime target under the Freedom of Information Act (FOIA) for documents relating to the phenomena.

The documents were received relatively quickly. They were requested by The Black Vault on February 27, 2017, and were released to me on March 23, 2017.

Most surprising, there is new information never-before-seen within these records.  It is revealed that a former security guard of the Cooper Nuclear Station witnessed a UFO sometime between the years 1986 and 1989.  The report described the UFO encounter as the following:

While posted at the intake structure one night, he observed an “unidentified flying object” fly down the Missouri River about 150 feet in the air and hover in front of the intake. He observed it for a few moments and then contacted a fellow security officer who also observed it (he could not recall the individual’s name exactly but his first name was [REDACTED]  and his last name was either [REDACTED ]. After they together observed the UFO, it turned and went back up the river and did not come back that shift. He and the other officer shared their observation with their peers who did not believe them.

The next evening he again was posted at the intake and observed the UFO return again. This time he didn’t call anyone until the UFO had traversed into the protected area and hovered above the protected area just north of the Reactor Building. He said it was roughly triangular in shape with a circle of rotating lights on the bottom. He could not hear any propulsion noise from the UFO. He believes that it was roughly 1/3 the size of the Reactor Building. Once the UFO hovered in the protected area. He called the security break room and most of the officers on shift observed the UFO.

Interestingly, after the report was taken by the NRC, the documents were compiled and sent to Cooper Nuclear Station in 2010.  Although no formal response was requested, Cooper Nuclear Station was told only to tell employees there that were on a “need to know” basis.

The records also include reports submitted by the public to the NRC about UFO activity, and even alien technology.  The NRC gave the standard response to all of the letters sent in, that the NRC mission did not include the topics they were writing about.

The released documents from 2017 can be seen below, in their entirety. They are unedited and appear exactly how they were received by The Black Vault from the NRC.

In 2021, another set of documents was released from a newer case that was filed by The Black Vault. These records revealed a 2015 “drone” sighting at Pilgrim Nuclear Station. Although described as a “drone”, local police were called and during their investigation, determine that the object was “thousands” of feet in the air. Despite drones only being allowed to fly at 400 feet, with most commercially available drones not capable of higher flight, the NRC decided to not file a Security Information Database (SID) report. Those files are also below.

 Air Force Instruction 10-206. 2008 Revision with UFO references [87 Pages] – Up until 2011, the Air Force had this publication active, and UFOs remained in it to be reported.  When The Huffington Post profiled The Black Vault, and this discovery, the publication was changed within days. Department of Defense

 DoD 5040.6-M-1, October 21, 2002, Decision Logic Table Instructions for Recording and Handling Visual Information Material [64 Pages, 0.3 MB] – This DOD manual referenced what military personnel should do given they take a photograph of a UFO. However, it was rescinded and replaced with the below version — which the UFO reference is now taken out.

 DoD 5040.6-M-2, April 2005, Instructions for Handling Visual Information (VI) Material [46 Pages, 0.8 MB] – This was the next version of 5040.6, as published in 2005. Also now obsolete and rescinded, it is archived here for reference.

 DAA-0330-2013-0014, January 21, 2015, DOD Visual Information Records Schedule [24 Pages, 0.4 MB] – The above instructions for Visual Information (VI) have all been rescinded. According to the Defense Imagery Management Operations Center (DIMOC): “The Archivist of the United States has signed the new DoD Visual Information Records Schedule DAA-0330-2013-0014. DoD 5040.6-M-1, DoD 5040.6-M-2 and DoD 5040.06-V3 are obsolete and will be rescinded. Refer to this records schedule for all VI Records disposition instructions for the Department of Defense.”

Federal Aviation Administration (FAA)

Project Sign was an official U.S. government study of unidentified flying objects (UFOs) undertaken by the United States Air Force (USAF) and active for most of 1948. It was the precursor to Project Grudge.

Project Grudge was a short-lived project by the U.S. Air Force (USAF) to investigate unidentified flying objects (UFOs). Grudge succeeded Project Sign in February, 1949, and was then followed by Project Blue Book. The project formally ended in December 1949, but continued in a minimal capacity until late 1951.

Project Blue Book was one of a series of systematic studies of Unidentified flying objects (UFOs) conducted by the United States Air Force (U.S.A.F.). Started in 1952, it was the second revival of such a study. A termination order was given for the study in December 1969, and all activity under its auspices ceased in January 1970.

 Review of the University of Colorado Report on Unidentified Flying Objects by a Panel of the National Academy of Sciences – The ad hoc committee concurs with the findings of the report of the University of Colorado entitled ‘Scientific Study of Unidentified Flying Objects,’ Dr. Edward U. Condon, Scientific Director. Panel agrees that a study of UFOs in general is not a promising way to expand scientific understanding of the phenomena, and adds: ‘On the basis of present knowledge the least likely explanation of UFOs is the hypothesis of extraterrestrial visitations by intelligent beings.’

Below you will find a collection of CIA related UFO records. The Black Vault’s connection to the CIA in getting some of these UFO documents released goes back to 1996.

Originally, the CIA would only release about 1,000 pages that had been previously disclosed after a FOIA court case in the 1980s. They never addressed the records that were dated in the years after the case.

The Black Vault spent years fighting for them, and many were released in the late 1990s. However, over time, the CIA made a CD-ROM collection of UFO documents, which encompassed the original records, along with the ones that took years to fight for.

In an effort to make sure The Black Vault stayed up to date, in mid 2020, this CD-ROM was purchased to have one particular data dump available for all users of The Black Vault. You will find this below for download in its original state, along with a converted/searchable .pdf format. (Although the CIA claims this is their “entire” collection, there may be no way to entirely verify that. Research by The Black Vault will continue to see if there are additional documents still uncovered within the CIA’s holdings.)

(Please note: Some media channels are reporting I filed 10,000 FOIA requests to get these documents. That is untrue. Over the years there were quite a few, but the reference is The Black Vault has filed 10,000 FOIA requests TOTAL to amass the 2.2 MILLION pages in this entire archive. Not just for the below documents. I’ve submitted corrections to Vice et al for that, but have heard no response yet.)

Central Intelligence Agency releases multiple documents after a request was filed to the DIA in 2009 [65 Pages, 1.37MB] Released September of 2009 – These records prove the CIA is still collecting intelligence in regards to UFOs, and that material from just the past few years is considered a threat to our national security.

The Pentagon has recently opened up to The Black Vault about the rumored “secret UFO Program,” known as the Advanced Aerospace Threat Identification Program or AATIP. 

On December 16, 2017, news of this obscure program was first announced by the NY Times and Politico. Both media outlets reported that UFOs-  now being referred to as “Unidentified Aerial Phenomena” or UAPs to reduce the stigma surrounding the topic – were the direct focus of this program. However, the Pentagon now seems to have changed their stance.  

Claiming they want to correct the record and clear up some inaccuracies, the Pentagon now says AATIP was not a UFO or UAP program.

“Neither AATIP nor AAWSAP were UAP related,” said Pentagon spokesperson Susan Gough in an e-mail to The Black Vault. “The purpose of AATIP was to investigate foreign advanced aerospace weapons system applications with future technology projections over the next 40 years, and to create a center of expertise on advanced aerospace technologies.”

Since 2017, details have been scarce. However, the DoD’s latest position that AATIP wasn’t a UFO program, seems to represent one of their most dramatic about-faces on the issue since the program was first revealed.

The “AAWSAP” Gough refers to is the Advanced Aerospace Weapon System Applications Program; a contract posted publicly by the Defense Intelligence Agency (DIA) asking for bids from the private sector on August 18, 2008.  By the due date of September 5, only one bidder had submitted a proposal, and that was Bigelow Aerospace’s subsidiary known as Bigelow Aerospace Advanced Space Studies or BAASS. They were awarded the contract, and according to the NY Times, operated with a $22 million budget. (Note: The Black Vault has not been able to independently verify that budget amount.)

Many researchers, bloggers and journalists within the mainstream media have often confused AATIP and AAWSAP along with the missions of both programs. For example, an anonymous letter by someone claiming to be involved in the project was published by KLAS-TV, and it alleged AAWSAP was studying poltergeists along with other paranormal activity.  Another example is a blogger attempting to create a cohesive timeline of the programs, but often confuses dates, facts and figures that have already been established and documented. According to the latest from The Pentagon, none of that is the case as, “[AATIP] was the name of the overall program. [AAWSAP] was the name of the contract that DIA awarded for the production of technical reports under AATIP.”

The titles of those “technical reports” referenced by the Pentagon were released via the Freedom of Information Act (FOIA) to The Black Vault on January 16, 2019; which consisted of a list of thirty-eight documents created under the AATIP program. Mysteriously absent from the topics covered by the Defense Intelligence Reference Documents (DIRDs) was anything directly referencing UFOs or UAPs.

Topics did include some wildly speculative science, ranging from warp drives to invisibility cloaking. However, there was nothing about unidentified objects flying in the sky or captured on video. Some researchers have theorized this list of research topics was simply an exploration on how UFOs may work or how an alien civilization might traverse the cosmos in order to visit Earth. Conversely, some have remained skeptical, and felt this list may be proof that AATIP (and/or AAWSAP) had nothing to do with UFOs, and only focused on pseudoscience.

The skeptics appeared to be proven wrong, when on May 22, 2019, the NY Post ran the headline, “The Pentagon finally admits it investigates UFOs.” At the time this article was published, investigative journalist Steven Greenstreet with the NY Post had received word from the Pentagon through spokesperson Christopher Sherwood that AATIP, “…did pursue research and investigation into unidentified aerial phenomena.”

Understandably, the story then went viral.

However, roughly seven months later, the Pentagon’s stance seems to have changed. Although the statement that was given to the NY Post was accurately reported; the Pentagon now states it was not entirely fact-based.

When asked about the discrepancy, “At the time, Mr. Sherwood was repeating the information that had been provided by a previous spokesperson some two years earlier,” said Gough. “That previous spokesperson is no longer with my organization, and I cannot comment on why that person’s explanation of AATIP included that it had looked at anomalous events.  According to all the official information I have now, when implemented, AATIP did not pursue research and investigation into unidentified aerial phenomena; that was not part of the technical studies nor the reports produced by the program.”

The Black Vault reached out to Greenstreet and the New York Post but they did not respond for comment.

The Pentagon’s new stance conflicts with former Department of Defense (DOD) employee,  Luis Elizondo. According to Elizondo he was the director of AATIP, and since coming forward in October of 2017, he’s consistantly maintained AATIP did research UFOs / UAPs.  “AATIP itself spent its entire time on UFOs,” said Elizondo in March of 2019 at the first annual Anomalous Aerospace Phenomena (AAP) conference put on by the Scientific Coalition for UAP Studies (SCU). “AATIP was a 100% UFO program, period. It was not looking at airplanes.”

In an already confusing saga,the Pentagon continues to deny Elizondo’s role and participation in the AATIP.  According to Gough, Elizondo was, “not the director of the AATIP,” and reiterated he had “no assigned responsibilities” within the program. 

Currently, Elizondo serves as the Director of Government Programs and Services for To The Stars Academy of Arts & Science (TTSA), a “public benefit” corporation led by rock star Tom DeLonge, and stars in a History channel series called Unidentified: Inside America’s UFO Investigation. 

In the past, Elizondo has addressed the hierarchy of the AATIP and AAWSAP programs. “It would be disingenuous for me to simply say, well, AATIP is really AAWSAP. Well, it evolved from AAWSAP but it is not AAWSAP,” Elizondo said during an annual Mutual UFO Network (MUFON) conference in July of 2018. “And I think the documentation that is beginning to come out into the public forum, people are beginning to realize that,”Elizondo told the crowd of UFO enthusiasts.

Elizondo did not return a request for comment from The Black Vault. 

Although the Pentagon’s change to a previous statement may concern and frustrate a segment of the general public excited about recent UFO developments; hope is not entirely lost. The Pentagon maintains, as of the writing of this article, that the U.S. Navy continues to investigate UAPs, and the three videos that have surfaced in the past two years that have garnered worldwide attention, are still considered UAPs. So the Pentagon hasn’t tried to change or close the door on the whole UFO topic, something should still encourage enthusiasts of the UFO subject.

Just last month, the U.S. Navy went on the record stating that three videos that have circulated the mainstream media in the last two years were, in fact, considered “Unidentified Aerial Phenomena” or UAPs.  Now, recently obtained e-mails from the Navy and the Air Force reveal that ranking members of both branches express different views on what they refer to as a “phenomena,” along with showing disagreement with how the overall story is being reported by the mainstream media.

The series of documents were provided to The Black Vault through two different Freedom of Information Act (FOIA) requests to the Navy and to the Air Force.  Records were released for both requests in June and October respectively.

Navy E-Mails Outline Different UAP Narrative

The Navy released to The Black Vault in late June nearly one hundred pages of correspondence relating to the “UFO Guidelines” first reported by Politico in April. The emails consist primarily of correspondence from outside journalists and media agencies all looking to cover the news about the “UFO Guidelines” that Politico broke, but also within those messages, were internal communications by Navy personnel not yet seen by the general public, until their release to The Black Vault.

One such message offers much more detail about the “UFO Guidelines” than previously reported. However, what it outlines is a much different narrative than the one published largely by the mainstream media. Nowhere in the three hundred and sixty nine word statement does “unidentified” appear; nor is there anything about any “phenomena.” On the contrary, the statement offered a much more nuts-and-bolts, identifiable definition, but a threat to the Navy none-the-less.

“The wide proliferation and availability of inexpensive unmanned aerial systems (UAS) such as commercially available quadcopters has increasingly made airspace de‐confliction an issue for our aviators,” said John “Jay” Stratton, an Office of Naval Intelligence Senior Analyst from the Nimitz Operational Intelligence Center. “Based on this increased airspace complexity, US Navy aircrew were provided with reporting instructions in order to determine the frequency and location of any UAS operating in our training areas.”

Some of Stratton’s wording should sound familiar to those with a sharp memory. Although it is unclear if Stratton’s version of the Navy statement was truly the original to be crafted (the e-mail in the release is dated after the Politico article), it is likely that it was. Joseph Gradisher, spokesperson for the Deputy Chief of Naval Operations for Information Warfare, was the one responsible for issuing shorter, but similar statement that was later published by Politico, and repeated throughout multiple media outlets in the days that followed.

Stratton was never quoted or was responsible for issuing any statements to the media. His take, was internal only.

Gradisher refers to Stratton in an internal e-mail dated May 7, 2019, as having “provided most of the info” that he used to craft the “UFO Guideline” statements that he had sent to Politico. (The date discrepancy on Stratton’s e-mail could be explained by the fact it may have been a copy and paste from another e-mail thread, however that cannot be verified as the Pentagon did not respond to multiple requests for comment on this story.) However, in the final statements that  Gradisher sent to Politico, he inserted “unidentified aircraft” within the wording, as they related to UAS’, however, there was still no reference to “UFOs,” “UAPs,” or any “phenomena.”  Once that two-word phrase was issued, it was then morphed into “UFO” by the mainstream media.

Classified Briefing Details Revealed

The e-mails also reveal that Stratton was the one who conducted at least one of the classified briefing on UAPs, a fact not yet reported by the mainstream media.

“OLA [Office of Legislative Affairs] is responding to interest from staff members of both chambers of Congress, led by the national security advisors to Senators McConnell (majority leader) and Schumer (minority leader) and will also likely include House staff, as well as staff from the Armed Services Committees,” one e-mail stated sent from a sender whose name was redacted. “With N2N6 concurrence, Mr. Jay Stratton (DISL, ONI NIMITZ) will brief Congressional staff in a classified session on Tues 7 May on the Navy’s efforts in this area.”  N2N6 refers to the Deputy Chief of Naval Operations for Information Dominance.

The e-mail seemingly contradicts the widespread claim that To The Stars Academy of Arts & Science (TTSA), the organization largely credited for leaking the three UAP videos known as “FLIR1,” “Gimbal” and “GoFast,” played a role in the classified briefings. Nowhere in the internal communications are they referred to; listed as taken part in; nor are they credited for organizing the closed-door meetings.

TTSA has not responded to repeated attempts for comment from The Black Vault.

The U.S. Air Force and UAPs

The second batch of e-mails obtained by The Black Vault were released by the Air Force on October 3, 2019. Since the Navy has gone on the record about UAPs and UFOs earlier this year, the Air Force has stayed mysteriously quiet. Arguably, the military branch that should have the most interest of unidentified objects in the sky, has shown little to no interest, and has not issued any detailed statements on UAPs or UFOs in recent months. However, their internal e-mails reveal details on how they view the UAP topic along with the UFO phenomena.

On April 26, 2019, Air Force spokesperson Laura Mcandrews sent an e-mail to the Deputy Director of [Air Force] Public Affairs, Mr. Jerry Renne. This message came just days after Politico broke the story about the “UFO Guidelines,” and her interpretation of the story was a bit different than the final statements issued by the Navy to Politico.

“They mentioned the Air Force by saying ‘For safety and security concerns, the Navy and the USAF take these reports very seriously and investigate each and every report.’ (Which is true.),” said Mcandrews. “What the Navy was trying to talk about was unmanned aerial systems… that got turned into UFOs and aliens.”

The e-mail by Mcandrews reflects that of what appears to be the Navy’s original statement by Stratton, which got truncated and altered before submission to Politico. It appears that the Air Force focus on this threat surrounds unmanned aerial systems, and not “[unidentified flying objects]” as asserted by Politico.

When asked if the Air Force had any “UFO Guideline”-like protocols; the Air Force has not commented publicly as of the writing of this article, and the Pentagon did not respond for comment after multiple attempts.  However, the e-mails offer insight into that very question.

Josh Aycock, Chief of the Public Affairs division for the Air Force Safety Center (AFSC) was enlisted by the Air Force main public affairs office for guidance on answering that question, as submitted by one journalist. He was tasked to look into whether Air Force encounters with UAPs had occurred, along with being asked to provide evidence, if any, that the Air Force had a similar “UFO Guideline” similar to the Navy’s.

“Gut reaction is that we would not track these unless the pilot almost crashed into one or something like that,” Aycock responded almost immediately. Two days later, he offered the official answer. “The flight folks do not believe we have anything in our system regarding unexplained phenomenon,” Aycock sent to the main public affairs office. “I also checked with my FOIA team to see if they have encountered anything like this. They said they typically send those requests to the FAA [Federal Aviation Administration]. I could see that as a potential repository for those types of events.”

The FAA did not comment on questions sent from The Black Vault relating to their stance on UAPs; specific guidelines or protocols for commercial pilots to report encounters; or the Air Force forwarding requests to their agency. Rather, the FAA only issued the following statement: “The FAA does not track UFOs. Please contact The National UFO Reporting Center: http://www.nuforc.org/.”

Navy Response to Query (RTQ)

Another key document revealed by the Air Force FOIA release, was actually a Navy one. This is called a “response to query” or RTQ record and is used internally by public affairs offices to help coordinate responses to various questions on a certain topic. In this case, this was the RTQ for all “unidentified aerial phenomena” related queries to the Navy. This particular document was shared with the Air Force.

Designated “For Official Use Only” and listed as an “internal working document,” the RTQ offers a detailed breakdown at how the Navy handled “UFO Guideline” related questions. “The Washington Post and other outlets queried following a Politico article on the Navy changing its reporting procedures for Unidentified Aerial Phenomena,” the document began.

What followed were familiar “talking points,” with one considerable difference. In the days that followed the original article by Politico, the Navy removed reference to the Air Force, and their statement was changed to, “For safety and security concerns, the Navy takes these reports very seriously and investigates each and every report.” It remains unclear why the Navy removed the reference after the initial statements were given.

After the two “talking points,” the internal Navy RTQ lists eight questions breaking down various responses to each. One addressed the topic of “UFO Guidelines” within other branches of the military, like the Air Force. The Navy was set to respond with, “Military and civilian aviation have always had channels for reporting airspace violations and hazards to aviation safety authorities.”

Another asked about the type of analysis that would be done on UAP related questions. The Navy had that ready to go as well. “Navy, Department of Defense, and other government agencies will analyze all reports, to include any eyewitness statements, flight profiles, any video, and any other materials to support the safety and security of our aircrew and operations.”

Throughout most of the answers generated internally by the Navy, one theme remained consistent: UAS’.

The Drone Question

Despite the similarity between UAS’ and drones, there is a difference between the two. A ‘drone’ is often used to refer to the craft itself, wherein a ‘UAS’ refers to the craft and the remote operator. UAS’ are a common thread between the internal Navy e-mails, Air Force communications and other key records that surfaced via a FOIA response to The Black Vault in mid-August.

The mid-August document release by the Department of Defense (DOD) to The Black Vault, revealed all internal communications between Mr. Luis Elizondo and the Defense Office of Prepublication and Security Review (DOPSR). Elizondo, a former government employee who now works for TTSA, is largely credited as bringing the “FLIR1,” “Gimbal” and “GoFast,” videos to the public, but this release of records created more questions, than revealed answers.

Not only does it show the three videos were not cleared for public release, it revealed that Elizondo referred to them also as UAS’, nearly identically worded to most other internal documents now revealed from the Navy and Air Force.

In Elizondo’s own words, the three videos that the Navy admits to designating as “UAPs,” were described as, “UAV, Balloons, and other UAS,” on the official paperwork and written in his e-mails. There is no mention of “phenomena” by Elizondo behind-the-scenes, contradicting his public statements on various media interviews and connected with press releases by TTSA. However, his wording confirms internal stances of the Air Force and some members of the Navy about what the threat actually is.

This is where confusion reigns for many. Despite recent statements by the Navy about their “UAP” designation for the three videos in question, where does the widespread talk about UAS’ come from? Three agencies which include the Navy, Air Force and the Office of the Secretary of Defense (OSD) within the Pentagon all refer to this phenomenon depicted within the videos as being about UAS’. One of the questions sent to the Pentagon for comment, was asking if the Air Force would test their technology on another branch of the military without their knowledge, like the Navy.  There were no official statement given by the Pentagon for any questions submitted.

There is also no evidence, yet, that these “unmanned aerial systems” is a new code-word for “unidentified flying objects” or other related “phenomena” as some have suggested.

Change in Response Policy Regarding UAPs

The internal communications and documents produce more questions that have yet to adequately be addressed. However, the e-mails also shed light on a recent change of policy regarding the DOD and the UAP topic.

In the last six months since Politico broke the “UFO Guideline” story, the Navy has been issuing their own statements about UAPs. That has now changed.

In an e-mail dated September 20, 2019, sent from Pentagon spokesperson Susan Gough; she informed the Air Force that, “Navy has requested that OSD take the lead from now on for these queries, so please continue to work any USAF-specific responses through me.” The Navy is not the only agency to now be silent on the UAP issue and referring enquiries elsewhere.

While researching information for this article (and others yet to be published), questions were sent to the Defense Intelligence Agency (DIA), USAF, Navy and OSD, all with different questions, but surrounding the topic of UAPs and programs rumored to have investigated them.  Each agency referred those lines of questioning to Gough at the Pentagon, as she is now the point contact on the topic, DOD-wide.

It remains unclear why the change for all agencies has taken place.

The post Internal Air Force/Navy E-Mails on Unidentified Aerial Phenomena Revealed first appeared on The Black Vault.

In a series of statements obtained exclusively by The Black Vault, the U.S. Navy confirms three UFO related videos represent what they call “unidentified aerial phenomena” or UAPs.  Originally released by the New York Times and To The Stars Academy of Arts & Science (TTSA) beginning in December of 2017, the three videos are commonly referred to as the “FLIR1,” “Gimbal” and “GoFast” (the third being released in March 2018). According to TTSA’s website, the clips represent, “… the first official evidence released by the US government that can be rightfully designated as credible, authentic confirmation that unidentified aerial phenomena (UAP) are real.”  The Navy’s official position now confirms TTSA’s claims, at least, in part.

“The Navy designates the objects contained in these videos as unidentified aerial phenomena,” said Joseph Gradisher, official spokesperson for the Deputy Chief of Naval Operations for Information Warfare. When asked why the phrase “UAP” is now utilized by the U.S. Navy, and not “UFO,” Mr. Gradisher added, “The ‘Unidentified Aerial Phenomena’ terminology is used because it provides the basic descriptor for the sightings/observations of unauthorized/unidentified aircraft/objects that have been observed entering/operating in the airspace of various military-controlled training ranges.”

However, the Navy also asserts that the three videos were never cleared for public release, thus confirming the official stance of the Pentagon originally issued to The Black Vault in May of 2019, and contradicting TTSA’s widespread claims the U.S. government “declassified” the footage for public consumption.

“The videos were never officially released to the general public by the DoD and should still be withheld,” said Pentagon Spokesperson Susan Gough to The Black Vault earlier this year. Mr. Gradisher, on behalf of the Navy, confirms the Pentagon’s position this week by adding, “The Navy has not released the videos to the general public.”

The Navy’s new statements also contradict information contained in a string of e-mails recently released by the Office of the Secretary of Defense (OSD) through the Freedom of Information Act (FOIA). The FOIA release to The Black Vault yielded sixteen pages of e-mails between Mr. Luis Elizondo, the man who sits as a board member of TTSA and claims to have headed the Pentagon’s secret UFO study known as “AATIP,” and the Defense Office of Prepublication and Security Review (DOPSR), a component of the OSD that manages security reviews of information both “public and controlled release.”

In one of the released e-mails, Mr. Elizondo stated his justification for the clearance to use the three videos for U.S. government use only: “Unmanned aerial vehicles (balloons, commercial UAVs, private drones such as quadcopters, etc) continue to pose a potential threat to DoD facilities, equipment, and location. Army, Navy, and Air Force have all acknowledged the potential threat by UAS’ to DoD equities but no single UNCLASSIFIED repository exists to share this Information across all stakeholders.” Mr. Elizondo continued, “Our collective purpose is to eventually establish an UNCLASSIFIED database or ‘Community of Interest’ of related signature data to be accessible by stakeholders such as DIA, the Navy, Defense Industry partners, and perhaps even State, Local & Tribal authorities to catalog and identify specific UAS threats to national security and/or DoD equities.”

No e-mail released by OSD, which contained the entire conversion between Mr. Elizondo and DOPSR, mentioned UFOs, UAPs or anything “unidentified.”

In addition to these e-mailed communications released, there was a DD Form 1910. This document is used to officially request a DOPSR review of information, and here, Mr. Elizondo described the videos also as “UAV [unmanned aerial vehicle], Balloons, and other UAS [unmanned aerial system].”

Again, no reference to UFOs, UAPs or anything “unidentified.”

When asked for clarification from the Navy on why the discrepancy exists, Mr. Gradisher stated, “The Navy has no comment on, nor control over, how civilian individuals or organizations may or may not describe the objects in the referenced videos. The Navy designates the objects contained in these videos as unidentified aerial phenomena.” He then added, “You’d have to contact Mr. Elizondo on his descriptions.  I can’t comment or speculate on how/why he referred to them in that way.”

Mr. Elizondo and To The Stars Academy of Arts & Science (TTSA) were contacted for comment, but neither party has responded.

The e-mails show that although Mr. Elizondo was ultimately granted “[U.S. Government] Use Only” for the videos to be used in a database about aerial threats from unmanned systems such as drones; it was the Navy that needed to correspond with DOPSR and offer their official sign-off for full, unrestricted, public release. That communication required from the Navy was absent from the FOIA release, so the Navy was contacted for comment.

“Neither the cognizant Navy offices nor DOPSR have record of any correspondence responding to a request for unrestricted release of the subject videos in 2017,” said Mr. Gradisher, thus confirming that no evidence exists that authorized a public release for the three videos in question.

The Navy told The Black Vault the three videos are considered “unclassified,” however, unclassified information still requires a review for public release. Anything considered unclassified may still contain sensitive information, imagery or data embedded within digital files that may not be considered classified; yet it may still be considered sensitive.

Multiple statements and written records now show that the approval required for “public release” never took place, and the claims by TTSA that the videos represent, “official evidence released by the US government,” remain unfounded.

This new information comes amidst a flurry of other official comments complicating the claims of TTSA. In May of this year, The Black Vault began receiving the first statements from the Pentagon indicating the “FLIR1,” “Gimbal” and “GoFast” videos were not cleared for public release, despite the claims of TTSA.  In June, Keith Kloor with The Intercept received a statement from the Pentagon that Mr. Luis Elizondo had “no responsibilities” within the AATIP program, despite the widespread published claims by TTSA that he headed it. A 2009 letter by Senator Harry Reid was quickly touted by some to claim Mr. Elizondo’s story was in fact true; however the Pentagon quickly countered with official statements issued to The Black Vault stating that the letter’s existence did not change their stance.

To date, these official statements and comments by the Pentagon and the Navy have not been addressed or refuted by TTSA, despite them being contacted numerous times for comment.

Sometimes, you never know what you are going to get with a FOIA Request.

As many of you know, The Black Vault has looked for UFO documents throughout nearly every government agency that exists. Recently, I filed a FOIA Request to the Naval Criminal Investigative Service (NCIS) looking for UFO records.

I was surprised to learn, that responsive documents came up. NCIS informed me there were three closed investigations that dealt with UFOs, and were responsive to my request.

After a short wait, I received the three investigations, and their corresponding records, which are below.

Though this isn’t the usual cache of UFO information. Instead, I discovered these records which prove the following:

1. There are some severe psychological issues for our men and women in uniform after years of fighting wars like in Afghanistan and Iraq.  I think the first part of these records should serve as a grim reminder of the sacrifice (both mental, physical and psychological) that our men and women in uniform are making for our freedoms.
2. If you run a blog, or website, or post on social networks — be careful what you say!  Someone, is always watching.
3. Although “drones” have become the go-to explanation in the 21st century (just like Swamp Gas was the 20th century go-to), it appears that label may actually be true in some cases. But moreso, if you decide to fly a drone in or around a military installation — get ready for one wild invasion into your private life. In short – it just isn’t a good idea, so don’t do it.

Like I said — it’s not the usual!

I have decided to take some time and go after corroborating documents to UFO sightings seen around the states.  Hundreds are reported to MUFON’s CMS Database and many other places around the internet.  Some, have a military connection; jets chasing the UFO, military aircraft seen nearby, etc.

As proven by the Chicago O’Hare sightings, and hopefully others, radar towers, military installations, etc., are effected by the sighting of a UFO.  Below, you will see some documents from around the government and military complex trying to verify UFO activity.  Sometimes, not always with good luck.

Luke Air Force Base Tower Logs 02/23/2009 & 02/24/2009 – The request was worded, “Sir, I respectfully request all documents pertaining to an event that occurred on February 23, 2009.  According to an eye witness testimonial, two unexplained lights were seen near the Luke Air Force base area, then described seeing multiple fighter jets approach the objects.  Please include all documents that pertain to this event, which includes, but is not limited to, the tower logs for February 23 – February 24, 2009, audio recordings, letters, emails, memos, log files, etc., that make reference to this event.
Also, please include all documents pertaining to any and all missions on February 23, 2009, that scrambled aircraft into the air.”

On the February 26^th, 2009, John Greenewald, Jr. of The Black Vault filed a Freedom of Information Act (FOIA) request for the Defense Intelligence Agency (DIA) for all UFO documents not released prior to 2009.Two documents, totaling five pages, were sent to the NSA to release, as they were the controlling agency of the documents.

In a response dated 3 August 2012, more than 3 ½ years after the original request, the NSA says the following as they explain the documents not releasable:

“The other category of records consists of foreign intelligence reports that contain the words such as “unidentified aircraft” or “unidentified (flying) object” or the like: These are simply terms that are used to describe conventional aircraft or objects (possibly weather balloons) that have been identified as such at the time of the report. The reports themselves are not focused on “UFOs,” but happen to contain terms related to them. The 2 documents (5 pages) referred by DIA fits this category and have been reviewed by this Agency as required by the FOIA and have been found to be currently and properly classified in accordance with Executive Order 13526. These documents meet the criteria for classification as set forth in Subparagraph (c) of Section 1.4 and remain Classified TOP SECRET as provided in Section 1.2 of Executive Order 13526. The documents are classified because their disclosure could reasonably be expected to cause exceptionally grave damage to the national security. Because the documents are currently and properly classified, they are exempt from disclosure pursuant to the first exemption of the FOIA (5 U.S.C. Section 552(b)(1)).

In short, the documents are classified Top Secret.They mention UFOs, but according to the NSA, they are describing conventional aircraft or even weather balloons (no mention of swamp gas… yet.).However, the documents themselves remain completely classified Top Secret – our nation’s highest level of secrecy.

There is no telling what is in the documents themselves.The NSA has released hundreds of documents relating to UFOs; many of which still remain classified Top Secret, like the five pages above.
