This study is a comprehensive analysis for psychokinesis. The characteristics of psychokinesis are examined by reviewing and analyzing available experimental studies, articles, and texts. The characteristics and applications were analyzed and recorded to determine if the collective literature reported and supported the explicit or implicit utility of psychokinesis as a tool of warfare. The results of the study reveals three main conclusions. First, psychokinesis could, with continued research, have a potential military value for future military operations when psychokinesis has been developed to the point for effective utilization. The second conclusion was that the implications of psychokinesis with respect to warfare strategy are not of immediate concern, but are of long range consideration impacting on command and control. The military application of psychokinesis has future possibilities, but is not sufficiently researched and refined for implementation at this time was the third conclusion.

“Project AGILE was an ARPA project in the 1960s that investigated means for engaging in remote, limited warfare of an asymmetric type. The research was intended for use in providing U.S. support to countries engaged in fighting Communist insurgents, particularly in Vietnam and Thailand. Project AGILE was directed by the United States Department of Defense Advanced Research Projects Administration, or ARPA, and ran from mid 1961 through 1974, when it was canceled. The project was charged with developing methods to use in the looming Vietnam War, and also provided information for use by Thailand in counterinsurgency action against Communist rebels.”

The Military Research and Development Center, Thailand (MRDC) is a Joint Thai-U.S. organization established to undertake research, development, test and evaluation activities in support of the Royal Thai Armed Forces, with special emphasis on strengthening Thai counterinsurgency capabilities.

MRDC is established within the Thai Ministry of Defense Supreme Command Headquarters under the leadership of Major General Singchai Menasuta, Director, and Mr. Thomas W. Brundage, Deputy Director. It is stalled jointly and its work is conducted jointly, by officers of the Royal Thai Armed Forces and officers and civilians assigned from the U.S. Department of Defense. Representation From the United Kingdom Ministry of Defence has also been provided. Scientific, technical and military operations experience are represented on the staff.  The U.S. component of the MRDC, called the Research and Development Field Unit (RDFU), and requisite financial and materiel support, are provided through the Advanced Research Projects Agency. Office of the Secretary of Defense as part of
ARPA’s program of research in Remote Area Conflict (Project AGILE).

 The Use of a Marking Agent for Identification by Dogs, 11 March 1966 [ 119 Pages, 3.1MB ] – This research was supported by the Advanced Research Projects Agency of the Department of Defense and was monitored by ARPA/AGILE under Contract No. SD-171.  One of the most provoking problems of remote area conflict is the detection and identification of enemy personnel. This problem is exemplified by the present conflict in the Republic of’ Vietnam, where the opposing forces are usually not distinguishable by any characteristic ethnic or racial features, identifying clothing or uniforms, language, or other appearances or actions. Obviously, the inability to identity the opposition makes almost impossible the task of controlling or countering this foe. One approach to resolving this problem lies in the development of methods for marking or labeling the enemy so that friendly forces can be distinguished from the foe. Such a concept was evolved and placed into laboratory investigation in the early 1960’s.  The concept hinges around the use of a marking chemical or other material having a characteristic physical property, such as odor; which can be detected by trained dogs but will be unnoticed by human beings.

Personality Profiles of U.S. Navy Sea-Air-Land (SEAL) Personnel [18 Pages, 900k] – One hundred thirty-nine U.S. Navy Sea-Air-Land (SEAL) personnel completed the NEO Personality Inventory (NEO-PI) . The average profiles were compared to adult male norms for five broadly defined domains. SEALs scored lower in Neuroticism and Agreeableness, average in Openness, and higher in Extraversion and Conscientiousness compared to these two populations. High Extraversion and conscientiousness scores have been shown to predict job performance in other professions. SEALs seek excitement and dangerous environments, but are otherwise stable, calm, and rarely reckless or impulsive. Although this average profile may not characterize any individual SEAL, we believe this study provides the most comprehensive personality profile of Navy SEALs to date. Political Influence and the Commander in Chief: Congress, the President, and War Powers, 2006 Doctoral Thesis[216 Pages, 10.7MB] – This project examines war powers politics between the president and Congress. Congress is supposed to declare or authorize wars; the president is supposed to direct the overall war effort and protect the nation from attack. Yet, armed attacks against the United States are historically rare, as are declarations of war and congressional authorizations for the use of force. What is not rare, however, is the actual use of military force. American troops have been deployed into combat situations hundreds of times in the nation’s history. Thus emerges a basic puzzle: given the constitutional framework and institutional incentives of the executive and legislative branches, does war powers control in fact reside with Congress? More directly, does Congress have any meaningful war powers? The author frames the congressional-presidential relationship in principal-agent terms, and suggests that the president’s unilateral authority and ability to control the war powers agenda largely relegates Congress to a position of indirect influence. The author tests for evidence of congressional influence in two areas: the initial decision to employ military force and the factors affecting the duration of military operations. He then examines the political and situational factors that influence Congress to confront the president through war-related hearings. While evidence does not point to a direct congressional role in the war powers arena, results indicate that a long-term, more indirect form of congressional influence may exist in such areas as economic aid, permanent troop deployments, and potential presidential consultation with congressional leaders. Framed against the background of the 2006 midterm elections, this study suggests that scholars and other observers may do well to focus less on direct constraint, and instead turn their attention to the broader ways in which Congress responds and influences the president.
