										<content:encoded><![CDATA[<p><em>Scientists worldwide have been quietly investigating low-energy nuclear reactions (LENR) for the past 20 years. Researchers in this controversial field are now claiming paradigm-shifting results, including generation of large amounts of excess heat, nuclear activity and transmutation of elements. Although no current theory exists to explain all the reported phenomena, some scientists now believe quantum-level nuclear reactions may be occurring. DIA assesses with high confidence that if LENR can produce nuclear-origin energy at room temperatures, this disruptive technology could revolutionize energy production and storage, since nuclear reactions release millions of times more energy per unit mass than do any known chemical fuel.</em></p>
<p>The following document was obtained from the Defense Intelligence Agency (DIA) through Freedom of Information Act case FOIA-00380-2016. It was filed on July 12, 2016, by The Black Vault and the final response came on November 12, 2021.</p>
<p>The original request asked for, &#8220;&#8230; all reports from the DIA Defense Warning Office (DWO) since 1989 concerning Low Energy Nuclear Reactions or LENR or Cold Fusion.&#8221;</p>
<p>The result yielded four documents, totaling 34 pages. However, three of those documents were withheld in full, which totaled 26 pages. That meant, only 8 were released, in part.</p>

<p>On May 13, 2016, <a href="http://www.popularmechanics.com/science/energy/a20874/us-house-cold-fusion/">Popular Mechanics</a> published an article entitled, &#8220;Congress Is Suddenly Interested in Cold Fusion.&#8221; David Hambling wrote:</p>
<p class="body-el-text standard-body-el-text" style="padding-left: 30px;"><em><strong>&#8220;Cold fusion is rising again, thanks to allegedly successful experiments and demonstrations. Now interest in the field, also known as low energy nuclear reactions (LENR), has reached the highest levels, as the House Committee on Armed Services has asked the Secretary of Defense to provide &#8220;a briefing on the military utility of recent U.S. industrial base LENR advancements&#8221;  by September 22.</strong></em></p>
<p class="p1 body-el-text standard-body-el-text" style="padding-left: 30px;"><em><strong>The Committee quotes a Defense Intelligence Agency (DIA) assessment that says if cold fusion works, it would be a disruptive technology that could revolutionize energy production and storage. That is putting it mildly. Commercial cold fusion as claimed by Andrea Rossi and others, outlined in our April article, would remove dependence on oil or other fossil fuels, domestic or imported.  In military terms, it would enable ships, aircraft, and tanks to continue indefinitely (or at least for months) without refueling, with abundant power for lasers or other directed-energy weapons.&#8221;</strong></em></p>
<p>Intrigued, I filed a Freedom of Information Act (FOIA) request for this briefing material cited in the article. I received the material, which included the PowerPoint presentation briefing material (converted to a .pdf) along with a few pages of emails concerning the LENR briefing.</p>
