The inspector general investigation focused on an audit of Crane & Co. Inc. (referred to as Crane Currency), a subsidiary of Crane Co., which supplies banknotes and banknote security features to central banks globally, and is a significant supplier of paper for U.S. currency. This audit was prompted by a Department of Treasury Office of Inspector General request to examine Crane’s firm-fixed-price proposal. The proposal was in response to a solicitation for a ten-year contract for currency paper and security paper meeting the specifications of the U.S. Bureau of Engraving and Printing (BEP)​​​​.

The audit questioned certain proposed prices by Crane based on the Federal Acquisition Regulation (FAR) criteria. The questioned costs were due to various reasons, including errors in the proposal, the contractor’s failure to provide support for proposed amounts, costs not associated with the proposal, and unreasonable methods used to estimate costs​​.

The report lays out the responsibilities of both the management and the auditors. Crane’s management was responsible for preparing the proposed amounts in compliance with solicitation terms, including maintaining internal controls to prevent, detect, and correct noncompliance. On the other hand, the auditors were responsible for expressing an opinion on Crane’s compliance based on the examination, which was conducted in accordance with Generally Accepted Government Auditing Standards (GAGAS). These standards required planning and performing the examination to obtain reasonable assurance about whether Crane’s proposed amounts materially complied with the criteria. The audit concluded that, except for the noncompliances described, Crane’s proposed amounts complied in all material respects with the solicitation terms related to pricing as of August 19, 2020​​.

This report presents the results of the DoD Office of Inspector General (OIG) review of the DoD’s role, responsibilities, and actions to prepare for and respond to the protest and its aftermath at the U.S. Capitol Campus on January 6, 2021.

The DoD Acting Inspector General initiated this review on January 15, 2021. Our review evaluated requests for DoD support before January 6, 2021, how the DoD responded to such requests, the requests for support the DoD received as the events unfolded on January 6, 2021, and how the DoD responded to the protests and rioting at the U.S. Capitol Campus. We evaluated whether the DoD’s actions were appropriate and supported by requirements. We also examined whether the DoD complied with applicable laws, regulations, and other guidance in its response to requests for assistance.

To conduct the review, we assembled a multidisciplinary team of DoD OIG administrative and criminal investigators, evaluators, auditors, and attorneys. We examined approximately 24.6 gigabytes of e-mails and documents, including letters, memorandums, agreements, plans, orders, reports, briefings, calendars, statements witnesses made in congressional hearings, and comments witnesses made to journalists as reported in media articles and network news broadcasts. We examined records from the offices of the Secretary of Defense (SecDef); the DoD General Counsel; the Chairman of the Joint Chiefs of Staff (JCS); the Secretary of the Army (SecArmy); the Chief, National Guard Bureau (NGB); and the District of Columbia National Guard (DCNG). We also reviewed records provided to us by the Office of the Mayor, Washington, D.C.; the Office of the District of Columbia Homeland Security and Emergency Management Agency (DCHSEMA); the Department of the Interior (DoI); the U.S. Capitol Police (USCP) OIG; and the Federal Bureau of Investigation (FBI). Finally, we reviewed official e-mails, telephone records, call logs, and records from other means of communication, such as text messages, that DoD officials used before and on January 6, 2021.

The Department of Homeland Security (DHS) Office of Inspector General (OIG) initiated this investigation based on an allegation received from the Joint Intake Center, Washington, D.C., that [ REDACTED ] was involved in the illegal manufacturing and distribution of child pornography.

During the course of this investigation, the DHS OIG assisted in the execution of a search warrant, conducted database checks, reviewed records, and conducted a subject interview.

The DHS OIG investigation of the allegation was substantiated and was indicted, arrested, pled guilty and [ REDACTED ] was sentenced to 71 months incarceration and supervised released for life.

According to the document:

“The Department of Defense and Central Intelligence Agency conducted a joint inspection of the National Reconnaissance Office (NRO) from October through December 1995. The goal of the inspection was to determine the efficiency and effectiveness of the processes and mechanisms to manage and administer NRO resources and administrative programs. The objectives to: evaluate the authorities and delegations of thc NRO and oversight organizations; evaluate the processes to identify mission requirements and plan and organize resources for them; evaluate internal  administrative and management programs; and, evaluate internal management oversight processes.”

I requested the document under the Freedom of Information Act (FOIA) in June of 2016, and it was finally released in April of 2018.

Note: Strangely, the letter erred on multiple dates. It said the date of the letter was April 27, 2017, but was actually sent the same day in 2018. It also notes my request was from 2006, but actually, it was 2016. Unclear why the mistakes, but alas, I wanted to point them out for clarity.
