<p><em>Intellipedia is an online system for collaborative data sharing used by the United States Intelligence Community (IC).  It was established as a pilot project in late 2005 and formally announced in April 2006 and consists of three wikis running on JWICS, SIPRNet, and Intelink-U. The levels of classification allowed for information on the three wikis are Top Secret, Secret, and Sensitive But Unclassified/FOUO information, respectively. They are used by individuals with appropriate clearances from the 16 agencies of the IC and other national-security related organizations, including Combatant Commands and other federal departments. The wikis are not open to the public.</em></p>
<p><em>Intellipedia is a project of the Office of the Director of National Intelligence (ODNI) Intelligence Community Enterprise Services (ICES) office headquartered in Fort Meade, Maryland. It includes information on the regions, people, and issues of interest to the communities using its host networks. Intellipedia uses MediaWiki, the same software used by the Wikipedia free-content encyclopedia project.  ODNI officials say that the project will change the culture of the U.S. intelligence community, widely blamed for failing to &#8220;connect the dots&#8221; before the September 11 attacks.</em></p>
<p><em>The Secret version connected to SIPRNet predominantly serves Department of Defense and the Department of State personnel, many of whom do not use the Top Secret JWICS network on a day-to-day basis. Users on unclassified networks can access Intellipedia from remote terminals outside their workspaces via a VPN, in addition to their normal workstations. Open Source Intelligence (OSINT) users share information on the unclassified network.  (Source: Wikipedia)</em></p>

Interesting to see the behind the scenes notes, as it appears they had caught their mistake when receiving my appeals, and yet they STILL denied them. Luckily, the honest NSA employee who was curiously looking at &#8220;unrelated&#8221; cases, made the NSA send me a follow up which is above.</p>

<p>The western world&#8217;s leading climatologists have confirmed recent reports of a detrimental global climatic change. The stability of most nations is based upon a dependable source of food, but this stability will not be possible under the new climatic era. A forecast by the University of Wisconsin projects that the earth&#8217;s climate is returning to that of the neo-boreal era (l600-18S0)-an era of drought, famine, and political unrest in the western world.</p>
<p>A responsibility of the Intelligence Community is to assess a nation&#8217;s capability and stability under varying internal or external pressures. The assessments normally include an analysis of the country&#8217;s social, economic, political, and military sectors. The implied economic and political intelligence issues resulting from climatic change range far beyond the traditional concept of intelligence. The analysis of these issues is based upon two key questions:</p>
<ul>
<li>Can the Agency depend on climatology as a science to accurately project the future?</li>
<li>What knowledge and understanding is available about world food production and can the consequences of a large climatic change be assessed?</li>

<p style="padding-left: 30px;"><em>The American electoral process retains many vestiges reflecting its eighteenth century origins. In the age of supersonic transport and email, U.S. citizens select their national leadership on a timetable derived from the speed of carriages and town criers.</em></p>
<p style="padding-left: 30px;"><em>In the past, in the transition periods following elections, the Central Intelligence Agency has been the manager for general orientations about the foreign intelligence community and for specific, classified briefings on topics of concern to the incoming administration.</em></p>
<p style="padding-left: 30px;"><em>In 2000 the National Security Agency, for the first time, decided to engage more actively in the presidential transition briefing process. The issues for NSA were not small. For those in the new administration for whom this would be the first exposure to cryptology, a briefing would be an important factor in determining how they would interact with NSA.</em></p>
<p>Previously, the National Security Agency (NSA) released the below document to offer insight into the 2001 transition. I requested what is called a Mandatory Declassification Review (MDR) under the Freedom of Information Act (FOIA) and was successful in getting the NSA to review the document more thoroughly, and remove some of the &#8220;blacked out&#8221; information. I have included all releases, for reference.</p>

One element of this debate is questioning whether the United States, like some other countries, needs a dedicated domestic intelligence agency. To examine this question, Congress directed that the U.S. Department of Homeland Security Office of Intelligence and Analysis perform “an independent study on the feasibility of creating a counter terrorism intelligence agency”.</p>

<p>This memorandum provides Members an update on significant facts relating to the Committee&#8217;s ongoing investigation into the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) and their use of the Foreign Intelligence Surveillance Act (FISA) during the 2016 presidential election cycle. Our findings, which are detailed below 1) raise concerns with the legitimacy and legality of certain DOJ and FBI interactions with the Foreign Intelligence Surveillance  Court (FISC), and 2) represent a troubling breakdown of legal processes established to protect the American people from abuses related to the FISA process.</p>

<p>Fifteen years after the September 11, 2001, terrorist attacks on the United States, the terrorist threat remains in the United States and abroad, as evidenced by recent attacks in Paris, France; San Bernardino, California; Brussels, Belgium; Orlando, Florida; and Nice, France. The U.S.’s national security depends on the ability to share the right information with the right people at the right time. This requires sustained and responsible collaboration among federal, state, local, and tribal entities, as well as the private sector and international partners.</p>
<p>In response to a request from the Senate Select Committee on Intelligence, the Senate Homeland Security and Governmental Affairs Committee, and the Senate Judiciary Committee, the Offices of Inspector General (OIG) of the Intelligence Community (IC), Department of Homeland Security (DHS), and the Department of Justice (DOJ) conducted a review of the domestic sharing of counterterrorism information. The OIGs concluded that the partners in the terrorism-related<br />
Information Sharing Environment components of the Office of the Director of National Intelligence (ODNI), DHS, DOJ, and their state and local partners are committed to sharing counterterrorism information. The partners’ commitment to protecting the nation is illustrated by the actions taken before, during, and following terrorism-related incidents, as well as by programs and initiatives designed to improve sharing of counterterrorism information.</p>
<p>However, the OIGs also identified several areas in which improvements could enhance information sharing.</p>
<p>To share information effectively, the federal, state, and local entities actively involved in counterterrorism efforts must understand each other’s roles,  responsibilities, and contributions, especially with the involvement of multiple agencies, such as the DOJ’s Federal Bureau of Investigation (FBI) and DHS’ U.S. Immigration and Customs Enforcement (ICE), in complex investigations. Updating or establishing new information sharing agreements among such entities should enhance coordination and collaboration, and reaffirm and formalize the roles and responsibilities of partners in the current information sharing environment. Similarly, although there is a national information sharing strategy, its implementation has been viewed to be uneven. The OIGs believe that the ODNI, DHS, and DOJ should review the interagency information sharing memorandum of understanding (MOU) and take necessary actions to update intelligence information sharing standards and processes among the departments, which we believe would result in better implementation of the strategy.</p>
<p>The OIGs also identified improvements in various practices and processes of the partners involved in counterterrorism. At DHS, a lack of unity in its Intelligence Enterprise, issues in the field related to staffing and access to classified systems and facilities, as well as problems with intelligence reporting processes, have made the DHS Intelligence Enterprise less effective and valuable to the IC than it could be. DOJ can improve its counterterrorism information sharing efforts by developing and implementing a consolidated internal DOJ strategy, and evaluating the continued need and most effective utilization for the United States Attorney’s Offices’ Anti-Terrorism Advisory Council (ATAC) meetings. Further, the FBI should spur participation associated with Joint Terrorism Task Forces (JTTF) and improve its efforts to obtain partners’ input in the process of identifying and prioritizing counterterrorism threats. Within the ODNI, the Domestic DNI Representative program is hindered by large geographic regions, as well as the lack of a clear strategic vision and guidance. In addition, the National Counterterrorism Center (NCTC) Domestic Representative program, although well received in the field, has also struggled to sufficiently cover its regions. At the state and local level, due to unpredictable federal support, fusion centers are focused on sustaining operations rather than enhancing capabilities. Further, varying requirements for state and local security clearances sponsored by federal agencies can impede access to classified systems and facilities.</p>
<p>Our review resulted in 23 recommendations to help improve the sharing of counterterrorism information and ultimately, enhance the Nation’s ability to<br />
prevent terrorist attacks. We discuss our findings in detail in the Findings and Recommendations section of the report.</p>

<p style="padding-left: 30px;"><em><strong>When the blind seek to leak the blind, a cautionary note is in order. This report is written in blissful ignorance of whatever systematic efforts the United States Government has made to construct a counter-deception capability, designed to detect, neutralize and undermine those foreign deception operations that degrade governmental performance through U.S. intelligence channels. To the extent that such a  capability exists, what follows may be superfluous. Neither the public literature on intelligence activities nor the public record of intelligence predictions confirms the existence of such a counter-deception capability, but the public record is notoriously murky and subject to correction.</strong></em></p>
<p style="padding-left: 30px;"><em><strong>This report explores the effects of deception upon strategic warning systems, and possible protective efforts for the detection of strategic foreign deception. The report excludes from consideration evaluation of organizational alternatives for counter-deception systems. Drawing only upon public sources, this report is designed to serve as a background reference for readers interested in methodologies for coping with deception, or in references to the literature of deception and cognition.</strong></em></p>

<p>According to the papers of President Richard M. Nixon, he stated the following about the Intelligence Evaluation Committee in his, &#8220;Statements about the Watergate Investigations&#8221; on May 22, 1973:</p>
<p style="padding-left: 30px;"><em><strong>Coordination among our intelligence agencies continued to fall short of our national security needs. In July 1970, having earlier discontinued the FBI&#8217;s liaison with the CIA, Director Hoover ended the FBI&#8217;s normal liaison with all other agencies except the White House. To help remedy this, an Intelligence Evaluation Committee was created in December 1970. </strong></em></p>
<p style="padding-left: 30px;"><em><strong>Its members included representatives of the White House, CIA, FBI, NSA, the Departments of Justice, Treasury, and Defense, and the Secret Service.</strong></em></p>
<p style="padding-left: 30px;"><em><strong>The Intelligence Evaluation Committee and its staff were instructed to improve coordination among the intelligence community and to prepare evaluations and estimates of domestic intelligence. I understand that its activities are now under investigation. I did not authorize nor do I have any knowledge of any illegal activity by this Committee. </strong></em></p>

<h4 style="padding-left: 30px;"><em>Analysis</em></h4>
<p style="padding-left: 30px;"><em>Our analysis is guided by our Program of Analysis (POA), an assessment of key analytic issues, framed as key intelligence questions (KIQ). These KIQs are shaped by customer needs, Administration and Departmental leadership priorities, and resources. Our KIQs are organized by time frame.</em></p>
<ul>
<li><em><strong>Immediate and Ongoing Threat KIQs</strong> focus on short term or operational issues such as imminent terrorist threats to the homeland. Production that addresses these threats provides the Administration and DHS leadership with the intelligence analysis to better inform near-term operational decision to increase the nation’s security.</em></li>
<li><em><strong>Strategic Context KIQs</strong> focus on providing context, trend, or pattern analysis. Production that addresses these KIQs helps our customers understand recent threats in a broader, global, or historical perspective and they shape strategies to combat the threats or address gaps in homeland security. These would include, for example, how the evolving cartel-related violence in Mexico compares to past cartel wars or how threats to our national infrastructure are changing.</em></li>
<li><em><strong>Opportunity KIQs</strong> focus on emerging issues or topics for which reporting streams are new or fragmentary; for example, these KIQs may describe the kinds of polices or activities that have been effective in combating newly emerging threats.</em></li>
</ul>
<p style="padding-left: 30px;"><em>As might be expected of an intelligence element supporting a Cabinet-level Department, about half of our KIQs in the POA focus on providing intelligence to respond to the strategic needs of our customers. This is followed by our focus on immediate and ongoing threat. About 10 percent of our focus is on identifying new topics and issues that could impact the Department and its customers.</em></p>

<p>The following document was received under the Freedom of Information Act (FOIA) from the Defense Intelligence Agency (DIA). It was created by the Director of the DIA, LTG Patrick M. Hughes. In the introduction, he writes:</p>

<p style="padding-left: 30px;"><em><strong>My intent remains to provide a thought provoking document that highlights for decision makers and long range planners those threats and challenges that may emerge in the period 1999-2020 and beyond. </strong></em></p>

Volume I. The Enemy</a> [670 Pages, 33mb] &#8211; The chapters of this volume describe several key insights concerning the Communist Vietnamese in the period 1945-1975. These insights relate to decisions that were made and events that occurred, from which can be derived lessons concerning the Vietnam War. By their very nature, insights are specifically focused on the people, places, and historical events associated with Southeast Asia in general and, in this volume, particularly with the Communist Vietnamese. Lessons, on the other hand, must have a more general application if they are to be of value in the future. The lessons from Vietnam are not new to warfare. In the main they are lessons from earlier conflicts that were forgotten, misunderstood, or misapplied. Not surprisingly, however, a few lessons were applied properly. Because lessons are general in nature they usually appear to be platitudes. So, too, do the principles of war or the observation of von Clausewitz, or Napoleon, or Sun Tzu. This executive summary sets forth some insights and lessons that emerge solely from this volume &#8212; The Enemy.</p>

The long subjugation of the Vietnamese population by the Chinese and the French, and the periods of relative independence, have exerted manifold influences on the society, the government and the military. The chapters of this volume each examine a specific aspect of South Vietnam to provide an understanding of the environment, people, and government and the factors that contributed to the collapse of the Republic. The following topics are examined: The societal structure and significant differences between US and Vietnamese societies; The governmental structure and US/GVN working relationships; The influence of geography and climate on the conduct of the war; The South Vietnamese economy and the impact of US aid and physical presence on that economy; The development and performance of the South Vietnamese armed forces and their leadership; The morale and will of the South Vietnamese people and the influence of the American presence; and The domestic and international constraints on GVN policy.</p>

These insights underscore both the general context and the specific nature of US policy making&#8211;the global environment in which Vietnam policy was formulated, the historical precedents which influenced subsequent US foreign policy and particularly Southeast Asian policies, and the US policy-making process. The insights are specific, focusing on such issues as US perceptions of its global role, US perceptions of external powers, both friendly and unfriendly, consistencies and contradictions in US foreign policies, the influence of historical precedents on US policy makers, and the advantages and liabilities inherent in specific approaches to policy making. In contrast, the lessons derived in this volume are general, concentrating on the broader issues and themes discussed in the volume which are relevant to a discussion of US foreign policy during the 1945-1975 period and to present day policy considerations.</p>

Volume IV. US Domestic Factors Influencing Vietnam War Policy Making</a> [249 Pages, 20mb] &#8211; The Vietnam War demonstrated the important role played by domestic factors in foreign policy making. Social change, the US economy, the media, and the American political scene contributed to the shaping of US involvement in the war. Nevertheless, American domestic politics strongly influenced the course of US involvement in the war. While presidential politics determined the direction of US involvement through the 1960s, congressional reassertion of its constitutional function to advice and consent on foreign policy matters and more specifically on war-related issues characterized the 1970s. The following insights and lessons are derived from each of the five chapters of Volume IV.</p>

In addition to identifying the roots and origins of US planning and policy initiatives for Vietnam, this volume describes and assesses the efficacy of US contingency planning; the US foreign policy objectives and strategies for Vietnam, national mobilization policy during this critical period, the planning and implementation of pacification and Vietnamization programs, the planning and implementation of US combat forces withdrawals, the objectives and strategies of US negotiations to end hostilities, and the impact of the US\&#8217;s follow-on efforts in support of South Vietnam. The insights are specific, focusing on such issues as the need for maintaining clarity and consistency in directives issued by the National Command Authority which state policy objectives and strategies, the need for a mechanism whereby US foreign policy can be thoroughly reassessed on a periodic basis, and need for US leaders and planners alike to be able to sample or test the national will to keep plans and policies in line with their desires and direction, all of which surfaced during the planning of the war. The lessons, on the other hand, are general in nature and concentrate on the broad issues and themes discussed in the volume.</p>

Volume VI. Conduct of the War. Book I. Operational Analyses</a>[651 Pages, 31.1mb] &#8211; This is Book 1, Operational Analyses, of Volume VI, Conduct of the War, of the Study of Strategic Lessons Learned in Vietnam. The course of the ground war is treated chronologically in the first five chapters, reflecting the following: (1) US Aid and Advice (1950-1960) &#8211; often based on faulty perceptions of threat and the natural tendency to create an ally in our own image; (2) the Counterinsurgency Era (1960-1964) which resulted from the failure of earlier advice and support and the endemic political instability in South Vietnam; (3) America Takes Charge (1965-1968) &#8211; when the US deployed the best combat forces it has ever put in the field at the outset of a war, and a period when the massive US presence stabilized the military situation in RVN but deprived both the RNVAF and the GVN from learning how to stand on their own; also US and international public support for the war declined steadily; (4) US Phases Out (1969-1972) &#8211; when public and congressional attitudes made it necessary for the US to turn the war over to the RVNAF, and a period during which serious morale and disciplinary problems wracked many US units; (5) RVNAF Stands and Falls &#8211; Alone (1973-1975) &#8211; when US presidential promises for aid and support failed to materialize and the RVNAF proved unable to stand against the combined arms onslaught of the expanded and modernized PAVN operating from a superior geostrategic position. Air, naval, and unconventional operations are analyzed in the closing three chapters, and in each case the data and analyses cover the entire span of the war.</p>

										<content:encoded><![CDATA[<h3>Background</h3>
<p>The Naval Criminal Investigative Service (NCIS) launched the Law Enforcement Information Exchange (LInX) initiative in 2003.  LInX is designed to enhance information sharing between local, state, and federal law enforcement in areas of strategic importance to the Department of the Navy.  LInX provides participating law enforcement partner agencies with secure access to regional crime and incident data and the tools needed to process it, enabling investigators to search across jurisdictional boundaries to help solve crimes and resolve suspicious events.  LInX is designed to facilitate cooperation and sharing.  Ownership and control of the data remains with the agency that provided it.</p>
<p>LInX is organized regionally, with each region having its own Governance Board.   There are currently ten (10) geographical regions and one (1) region consisting of the law enforcement agencies of the Department of Defense known as the Law Enforcement Defense Data Exchange (D-DEx).  NCIS provides program management for both LInX as a whole and for the D-DEx region.  LInX contains data from over 1,300 law enforcement sources.  Additionally, LInX has a cooperative agreement with the Federal Bureau of Investigation&#8217;s (FBI) National Data Exchange (N-DEx).   The combination gives access to law enforcement data from over 4,000 sources.</p>
