California lawmakers demand federal records on Southern California immigrant arrests

Democratic leaders of the California Legislature are seeking clarification of federal immigration enforcement policy after round-ups of undocumented immigrants earlier this month sparked renewed fears of increased deportation raids under the Trump administration.

Senate President Pro Tem Kevin de León and Assembly Speaker Anthony Rendon on Monday jointly sent a Freedom of Information Act request to U.S. Immigration and Customs Enforcement, asking for documents outlining national or California ICE field office policies regarding “sensitive locations” like churches, schools and hospitals; access for detainees to legal counsel and other visitors; and treatment of individuals registered under a federal program temporarily deferring deportation of those brought to the country illegally as children.

In August of 2017, I filed a FOIA request for all records released to California Legislature members de Leon and Rendon.  I also requested the internal emails and FOIA processing notes generated while process their request.

In January of 2018, the documents were released, and you will find them below.

The Weekly Inventory List of Detained Cases (WILDC) report was established as a process to achieve consistency, accuracy, improve on the tracking of detained cases and decrease average length of stay.

In each weekly published document, ICE tallied the number of “detained” cases throughout their various field offices.

In April of 2016, a FOIA request was submitted that requested, “the four most recent WILDC reports at ICE.”  In June of 2016, the below were released.

Although there is still being research done on these reports by The Black Vault, it appears they may no longer be published by ICE, since the request yielded reports from 2010 (and the request was for the most recent, and filed in 2016.)
