Background

Emily Webster Murphy (born 1973) is an American attorney and government official who served as the administrator of the General Services Administration (GSA) from 2017 to 2021. Before serving in the GSA, Murphy was an attorney for the Republican National Committee and worked for several congressional committees and executive departments in the field of acquisition policy. She was appointed as GSA administrator in 2017 by President Donald Trump.

She came under scrutiny after the 2020 presidential election for her delay in starting the transition to a Biden administration after Biden won the election on November 7. Murphy initially refused to sign a letter allowing Biden’s transition team to access federal agencies and transition funds; this came as Trump refused to acknowledge Biden’s victory. She signed the letter on November 23, allowing the presidential transition process to begin.

Previously, the Secret Service had stationed its command post — which houses supervisors and backup agents on standby in case of an emergency — in a Trump Tower unit one floor below the president’s apartment.

FERC currently leases and occupies 400,000 rentable sq. feet. In order to comply with General Services Administration (GSA) mandates to reduce the current footprint, FERC will undergo a phased renovation of the headquarters building at 888 First Street NE, Washington D.C. 20426. To accomplish this goal, new office and workstation area standards are being defined in order to reduce the overall square footage of occupied space, while providing sufficient space to meet the current and planned future FERC FTE head-counts.

In support of this effort, the “FERC Headquarters Renovation Project and Field Office Refresh: Initial Outfitting, Transition, & Commodities (10T&C)” procurement provides for the following requirements: manufactured furniture, partitions, shelving, chairs, including wood office furniture; furniture installation services, office move and transition services; and information technology (IT) equipment, audio visual equipment, security programming services, and comprehensive light auditing services.

In August of 2017, I requested from FERC all emails between their agency, and the GSA, regarding this “Modernization Project”.

I received a very large (nearly 1 gig) of emails, regarding the project. I am archiving it in this format, since there are thousands of individual files. The PDF portfolio is the best way to view the archive, although, it is very large.

It is recommended to download the PDF onto your computer, rather than opening it in your browser.

The Old Post Office Pavilion, historically known as the Old Post Office and Clock Tower, located at 1100 Pennsylvania Avenue NW in Washington, D.C. was completed in 1899, and is a contributing property to the Pennsylvania Avenue National Historic Site.

It was used as the city’s main post office until 1914. It functioned primarily as an office building afterward, and was nearly torn down during the construction of the Federal Triangle complex in the 1920s.

It was nearly demolished again in the 1970s to make way for completion of the Federal Triangle. Major renovations occurred in 1976 and 1983. The 1983 renovation added a food court and retail space and the building was renamed the Old Post Office Pavilion. An addition was added to the structure in 1991.

In 2013, the U.S. General Services Administration leased the property for 60 years to a consortium headed by “DJT Holdings LLC”, a holding company owned by Donald J. Trump through a revocable trust.

Trump developed the property into a luxury hotel, Trump International Hotel Washington, D.C. which opened in September 2016.
