Operation CHAOS or Operation MHCHAOS was the code name for a domestic espionage project conducted by the Central Intelligence Agency. A department within the CIA was established in 1967 on orders from President of the United States Lyndon B. Johnson and later expanded under President Richard Nixon.

The operation was launched under Director of Central Intelligence (DCI) Richard Helms, by chief of counter-intelligence, James Jesus Angleton, and headed by Richard Ober. The program’s goal was to unmask possible foreign influences on the student antiwar movement.

Below, you will find the documents collected under the Freedom of Information Act (FOIA), which includes records on not only Operation CHAOS, but also these related programs:

Project MERRIMAC – Designed to infiltrate domestic antiwar and radical organizations thought to pose a threat to security of CIA property and personnel.

Project RESISTANCE – Worked with college administrators, campus security and local police to identify anti-war activists and political dissidents without any infiltration taking place

According to this document:

“This study, undertaken by the Foreign Denial and Deception Analysis Committee (DDAC) at the direction of the Director of Central Intelligence, is one of two assessments of damage undertaken as a result of Jonathan Pollard’s espionage on behalf of Israel during 1984-1985, which are being issued almost simultaneously.”

Back in 2007, the CIA released the below document, heavily redacted.

Since nearly a decade had passed, in June of 2017, I requested a Mandatory Declassification Review (MDR) of the record, believing that since so much time had passed, and there had been significant changes in politics and the world, I felt additional information could potentially be released to the public.

Sadly, on 1 August 2017, the CIA decided to simply send a copy of the previously released record reviewed in 2007.  What is frustrating, is that my letter clearly stated I was not seeking a copy of this previously released record, but rather, was requesting another review in 2017.

I have archived the document below for reference, however, I have submitted an appeal, as I consider this not responsive to my actual request, which asked for the following (in part):

This is a request for a mandatory declassification review (MDR), under the terms of Executive Order 12958, as amended, of the following document(s):

THE JONATHAN JAY POLLARD ESPIONAGE CASE: A DAMAGE ASSESSMENT – 30 October 1987.

I believe the record has been partially released before, but it has been many years since it has been reviewed. I’d like to get it reviewed again for possible further release.

 The Jonathan Jay Pollard Espionage Case: A Damage Assessment – 30 October 1987, 2017 release [166 Pages, 14.6MB] – This was a review done in 2017 and released to me in May of 2018. I requested an MDR and they re-sent me a 2012 version (see below this one) which I have archived here for reference. My appeal was granted, and they released this “new” version. However, although I did not go character by character in a line review, it appears to be the same document with a different MORI ID number. Something seems fishy — but alas — both are archived here.

Chelsea Elizabeth Manning (born Bradley Edward Manning, December 17, 1987) is a United States Army soldier who was convicted in July 2013 of violations of the Espionage Act and other offenses, after releasing the largest set of classified documents ever leaked to the public. Manning was sentenced in August 2013 to 35 years confinement with the possibility of parole in eight years, and to be dishonorably discharged from the Army. Manning is a trans woman who, in a statement the day after sentencing, said she had felt female since childhood, wanted to be known as Chelsea, and desired to begin hormone replacement therapy. From early life through much of Army life, Manning was known as Bradley, and was diagnosed with gender identity disorder while in the Army.

 

Assigned in 2009 to an Army unit in Iraq as an intelligence analyst, Manning had access to classified databases. In early 2010 she leaked classified information to WikiLeaks and confided this to Adrian Lamo, an online acquaintance. Lamo informed Army Counterintelligence, and Manning was arrested in May that same year. The material included videos of the July 12, 2007 Baghdad airstrike, and the 2009 Granai airstrike in Afghanistan; 250,000 U.S. diplomatic cables; and 500,000 Army reports that came to be known as the Iraq War logs and Afghan War logs. Much of the material was published by WikiLeaks or its media partners between April and November 2010.

 

Manning was ultimately charged with 22 offenses, including aiding the enemy, which was the most serious charge and could have resulted in a death sentence. She was held at the Marine Corps Brig, Quantico in Virginia, from July 2010 to April 2011 under Prevention of Injury status—which entailed de facto solitary confinement and other restrictions that caused domestic and international concern—before being transferred to Fort Leavenworth, Kansas, where she could interact with other detainees. She pleaded guilty in February 2013 to 10 of the charges. The trial on the remaining charges began on June 3, 2013, and on July 30 she was convicted of 17 of the original charges and amended versions of four others, but was acquitted of aiding the enemy. She will serve her sentence at the maximum-security U.S. Disciplinary Barracks at Fort Leavenworth.

 

Reaction to Manning’s disclosures, arrest, and sentence was mixed. Denver Nicks, one of her biographers, writes that the leaked material, particularly the diplomatic cables, was widely seen as a catalyst for the Arab Spring that began in December 2010, and that Manning was viewed as both a 21st-century Tiananmen Square Tank Man and an embittered traitor. Reporters Without Borders condemned the length of the sentence, saying that it demonstrated how vulnerable whistleblowers are.

In 1947 Eisler admitted, in testimony before the House Committee on Un-American Activities, to joining the German Communist Party in 1926. Hanns Eisler is the brother of Gerhart Eisler, known Comintern Agent.
Klaus Fuchs Fuchs, Klaus – [ 9,923 Total Pages ] – Klaus Emil Julius Fuchs (1911-1988) was a German-born atomic scientist who emigrated to Great Britain in the late 1930s. He worked on the joint U.S./British effort to build the atomic bomb. Following an FBI and British investigation, Fuchs was convicted of espionage in Great Britain for supplying atomic secrets to the Soviet Union. The Fuchs file is tied closely to that of Julius and Ethel Rosenberg, two U.S. citizens who were convicted in 1950 of passing atomic secrets to the USSR. The file ranges from 1949 to 1976.

John ParsonsParsons, John – [ File #1 | File #2 ] – John Parsons, an employee of the Hughes Aircraft Company in Culver City, California, removed classified documents concerning jet propulsion motors and rocket propellants without authorization. The FBI conducted an espionage investigation which developed no indication that he was acting on behalf of another country.
William Remington Remington, William – [ 4,496 Total Pages ] – William Walter Remington (1917-1954) was a government economist accused by Elizabeth Bentley of cooperating in espionage for the Soviet Union during World War II. He was convicted of perjury in 1953 for denying that he had provided Bentley with technical data related to war production and earlier ties to a communist group. Remington was murdered in jail in 1954. This release contains materials relating to the investigation of the espionage matters and his security clearance investigations. Robert Hanssen Case

Robert Philip Hanssen (born 18 April 1944) is a former American FBI agent who spied for Soviet and Russian intelligence services against the United States for more than twenty years. Despite the fact that he revealed highly sensitive security information to the Soviet Union, federal prosecutors agreed not to seek the death penalty in exchange for his guilty pleas to fifteen espionage and conspiracy charges. He is serving a life sentence at the U.S. Bureau of Prisons Administrative Maximum facility in Florence, Colorado, a “Supermax” federal prison in which Hanssen spends twenty-three hours a day in solitary confinement. Acoustic Kitty was a CIA project launched by the Directorate of Science & Technology in the 1960s attempting to use cats in spy missions, intended to spy on the Kremlin and Soviet embassies, recording the links between the buildings in the area. A battery and a microphone were implanted into a cat and an antenna into its tail. This would allow the cats to innocuously record and transmit sound from their surroundings. Due to problems with distraction, the cat’s sense of hunger had to be addressed in another operation. Surgical and training expenses are thought to have amounted to over $25 million.

The first Acoustic Kitty mission was to eavesdrop on two men in a park outside the Soviet compound on Wisconsin Avenue in Washington, D.C. The cat was released nearby, but was hit and killed by a taxi almost immediately. However, this is disputed by former Director of the CIA’s Office of Technical Service Robert Wallace in the Weapons Of The Superspies episode of the TV series The World’s Weirdest Weapons: Wallace states that the project was abandoned due to the difficulty of training the cat to behave as required, and “the equipment was taken out of the cat; the cat was re-sewn for a second time, and lived a long and happy life afterwards”. Subsequent tests also failed. Shortly thereafter the project was considered a failure and declared to be a total loss. The project was cancelled in 1967.
