The request originally filed by The Black Vault in March 2022, received the final response via email on July 25, 2024, with the letter dated July 24, 2024.</p>

<p>The released documents relate to an external peer review of the DIA&#8217;s Office of Inspector General, Audit Staff. The review was conducted in accordance with Government Auditing Standards and the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Guide for Conducting Peer Reviews of the Audit Organizations of Federal Offices of Inspector General.</p>
<p>The System Review Report states that the review covered the system of quality control for the DIA OIG&#8217;s audit organization for the three-year period ending 30 April 2017. The report concludes that the system of quality control was suitably designed and implemented to provide reasonable assurance of compliance with applicable professional standards. The DIA OIG received an External Peer Review rating of &#8220;pass.&#8221;</p>
<p>The report also mentions that certain limited procedures were applied to DIA OIG&#8217;s monitoring of audits performed by Independent Public Accountants (IPAs) under contract. However, it clarifies that these procedures were not subject to Government Auditing Standards and do not result in an opinion on DIA OIG&#8217;s monitoring of IPAs&#8217; work.</p>

[State Department photo/ Public Domain]</figcaption></figure>Havana Syndrome first came to light when U.S. Embassy staff in Havana, Cuba, reported experiencing unexplained health issues, including headaches, dizziness, and hearing loss. Similar incidents have since been reported by American personnel in various countries, leading to speculation about the cause, ranging from <a href="https://www.cnn.com/2017/08/10/health/acoustic-weapons-explainer/index.html" target="_blank" rel="noopener">sonic attacks</a> to <a href="https://www.nytimes.com/2018/09/01/science/sonic-attack-cuba-microwave.html" target="_blank" rel="noopener">microwave weapons</a>.</p>
<p>The Black Vault&#8217;s request aimed to uncover DIA reports, memos, assessments, and intelligence records pertaining to Havana Syndrome from 2016 to the date of processing. After a lengthy delay, the DIA located one document, consisting of six pages, responsive to the request. However, portions of the document were withheld under FOIA Exemptions 1, 3, and 6, citing reasons related to national security, protection of intelligence sources and methods, and privacy concerns.</p>
<p>The release of this document, albeit heavily redacted, marks a rare instance of official acknowledgment of records pertaining to Havana Syndrome. It provides a glimpse into the government&#8217;s efforts to understand and address the condition, which has been a source of controversy and concern.</p>

<p>The nature and origin of Havana Syndrome remain contentious topics. While some believe it to be the result of hostile actions by foreign adversaries, others argue that psychological factors or environmental causes could be at play. The U.S. government&#8217;s cautious approach to releasing information has fueled speculation and calls for greater transparency.</p>

<p>The original FOIA request specifically sought &#8220;all reports, papers, memos, etc. from the Armed Forces Medical Intelligence Center during 2019, 2020 or 2021 evaluating the origin of the Covid-19 novel SARS-2 Coronavirus and/or whether the Covid-19 novel SARS-2 Coronavirus was created in a laboratory.&#8221; The DIA&#8217;s response: &#8220;A search of DIA&#8217;s systems of records located one document (32 pages) responsive to your request.&#8221;</p>
<p>But the catch? Hefty redactions. Out of the 32 pages found responsive, 18 pages were &#8220;withheld in part&#8221; while a staggering 14 pages were &#8220;withheld in full.&#8221; The few visible headers include hints at what was being withheld like &#8220;China: Emergence of a Novel Coronavirus in Wuhan&#8221; and &#8220;Analysis of Alternatives: 2019-nCoV Outbreak Caused by Leak at WIV.&#8221; Yet, substantial portions of content, entire paragraphs, and even entire pages remain obscured from view.</p>

Exemption 1, aligned with the criteria of Executive Order 13526, pertains to &#8220;information properly classified,&#8221; while Exemption 3 encompasses information &#8220;specifically exempted by a statute establishing particular criteria for withholding.&#8221; The statutes invoked, 10 U.S.C. § 424 and 50 U.S.C. § 3024(i), serve to protect the identity of DIA employees, the agency&#8217;s organizational structure, its functions, and &#8220;intelligence sources and methods.&#8221;</p>
<p>The looming question, then, is why? Why the necessity to shroud in secrecy information about a global pandemic&#8217;s origin – a matter of public health, concern, and knowledge?</p>
<p>While the DIA&#8217;s justifications, rooted in the protection of intelligence practices and personnel, are notable, the broader implications are evident. With global conversations on transparency, the nexus of defense intelligence and pandemic research remains as clouded as ever.</p>

<p>The publisher of the Defense Intelligence Digest is typically the Defense Intelligence Agency (DIA), which is a United States government agency that specializes in defense and military intelligence. <p>The Black Vault first filed for the below document in November of 2015, with the DIA. The request was given a &#8220;no records&#8221; response. A new request to DTIC was filed in 2016. That request was forwarded to the DIA, seemingly just in a full circle. At that time, The Black Vault was told the document was attached to the forwarded request, and from 2016 through September of 2022, the document was processed, then released.</p>
<p>It is now available below after a near 7 year effort to get it.</p>

										<content:encoded><![CDATA[<p>Biohacking-experimentation on DNA and other aspects of genetics by &#8220;hobbyists&#8221; is increasing as pertinent technology and data become more accessible and as online support groups facilitate sharing of information and knowledge. Over the next 5 years as biohacking capabilities spread, the techniques and tactics needed to employ DNA-based steganography (concealing of messages within messages) are likely to spread as well. Although we have no evidence to suggest adversaries currently are experimenting with this technology, DIA assesses with high confidence that as biohackers develop the knowledge to exploit this technique, state or nonstate actors will endeavor to use DNA-based steganography to circumvent existing intelligence collection capabilities.</p>

										<content:encoded><![CDATA[<p>The Defense Warning Office (DWO) was a division within the Defense Intelligence Agency that produced threat assessments relevant to the Intelligence Community (IC).</p>
<p>It produced reports between from at least 2009 through 2012, but it is unknown how long the office itself was in operation prior to the 2009 date. Today, it is known as the &#8220;Defense Technology and Long-Range Analysis Office&#8221;.</p>
<p>Below, you will find a list of reports created by the DWO. The request was for, &#8220;&#8230; a list of all reports and their respective titles and dates (along with any other information that may be readily available), published by the DIA’s Defense Warning Office (DWO), from 2009 to the date of processing this request.</p>

										<content:encoded><![CDATA[<p><em>Scientists worldwide have been quietly investigating low-energy nuclear reactions (LENR) for the past 20 years. Researchers in this controversial field are now claiming paradigm-shifting results, including generation of large amounts of excess heat, nuclear activity and transmutation of elements. Although no current theory exists to explain all the reported phenomena, some scientists now believe quantum-level nuclear reactions may be occurring. DIA assesses with high confidence that if LENR can produce nuclear-origin energy at room temperatures, this disruptive technology could revolutionize energy production and storage, since nuclear reactions release millions of times more energy per unit mass than do any known chemical fuel.</em></p>
<p>The following document was obtained from the Defense Intelligence Agency (DIA) through Freedom of Information Act case FOIA-00380-2016. It was filed on July 12, 2016, by The Black Vault and the final response came on November 12, 2021.</p>
<p>The original request asked for, &#8220;&#8230; all reports from the DIA Defense Warning Office (DWO) since 1989 concerning Low Energy Nuclear Reactions or LENR or Cold Fusion.&#8221;</p>
<p>The result yielded four documents, totaling 34 pages. However, three of those documents were withheld in full, which totaled 26 pages. That meant, only 8 were released, in part.</p>

										<content:encoded><![CDATA[<p>These documents were received by The Black Vault from the <a href="https://www.theblackvault.com/documentarchive/all-ufo-documents-from/" target="_blank" rel="noopener">Defense Intelligence Agency</a> (DIA) when seeking UFO information.</p>
<p>It is a string of communications between the DIA, the Joint Chiefs of Staff, and also the Defense Attaché Office in Ghana. The records were received out of chronological order, and were pieced together below in the best discernable manner, since EXACT dates are unclear on the records.</p>
<p>The string of communications are in August of 1987, and begin with a message sent to the DIA about UFOs being observed in Ghana. What transpires is very much a &#8220;loose speak&#8221; conversation when analyzing the information, wherein jokes and snarky comments are entwined throughout the intelligence report of the documented UFO encounters and testimony of the pilot that was passed on to the DIA. Why this is, is unclear. It makes what the true nature of the reports were saying very difficult to decipher.</p>
<p>What can be deduced, is the intelligence was real, and the pilot&#8217;s testimony was passed on due to his reputation. The accompanying dialogue began with what appears to be even a hesitation to pass on UFO information, but the person drafting the original communication felt it was important enough to do so.</p>
<p>The receiving end, which appears to then be a response written by DIA, makes sarcastic comments about &#8220;extraterrestrial interference;&#8221; how only Incas could see UFOs; and says UFOs are great for cocktail chatter. Aside of the snarky remarks, it appears they attempted to dismiss the UFO sighting by the pilot as &#8220;space debris&#8221; from a satellite of some kind, despite the pilot&#8217;s testimony that the object stopped from an apparent &#8220;falling&#8221; trajectory, and began climbing showing signs of propulsion and maneuverability.</p>
<p>The UFO, according to the pilot who witnessed it, said it had no sound; was shaped like a plane&#8217;s fuselage with no noted wings; was three times the size of a 747; and he saw eight blue lights indicating what he felt was part of the propulsion system.</p>

<p style="padding-left: 40px;"><em><strong>&#8220;Academi is an American private military company founded in 1997 by former Navy SEAL officer Erik Prince as Blackwater, renamed as Xe Services in 2009 and known as Academi since 2011 after the company was acquired by a group of private investors. The company received widespread notoriety in 2007, when a group of its employees killed 14 Iraqi civilians and injured 20 in Nisour Square, Baghdad, for which four guards were convicted in a U.S. court. Academi provides security services to the United States federal government on a contractual basis. Since 2003, the group has provided services to the Central Intelligence Agency. In 2013, Academi subsidiary International Development Solutions received an approximately $92 million contract for State Department security guards.&#8221;</strong></em></p>
<p>In July of 2014, I went after all contracts between this company and the Defense Intelligence Agency (DIA). In March of 2019, the DIA finally released responsive records (the were added to The Black Vault 12/11/2020).</p>

<p>For the past 24 years, The Black Vault has gone after <a href="https://www.theblackvault.com/documentarchive/all-ufo-documents-from/" target="_blank" rel="noopener noreferrer">UFO documents</a> from nearly every government agency that exists. Although thousands of pages have been released in that process, and subsequently archived on the site for others to download, there are many pages that still remain classified that the government will not release.  The <a href="https://www.theblackvault.com/documentarchive/ufos-the-national-security-agency-nsa-collection/" target="_blank" rel="noopener noreferrer">National Security Agency</a> (NSA) just confirmed again they not only have Top Secret UFO material, they will also not declassify it for national security reasons.</p>

<p>The lineage of this particular request goes back eleven years to 2009 when The Black Vault sought additional UFO related material from the Defense Intelligence Agency (DIA). Originally, The Black Vault had already received <a href="https://www.theblackvault.com/documentarchive/all-ufo-documents-from/" target="_blank" rel="noopener noreferrer">hundreds of pages</a> of related material in 1996, but this 2009 request sought new records created <em>after</em> 1996. During the course of this case, it was discovered that five pages of material existed, but the NSA was the agency responsible for declassification. Therefore, the pages were forwarded there for review and possible release.</p>
<p>In August of 2012, three years after the request was filed for records dated after 1996, the NSA <a href="https://www.theblackvault.com/documentarchive/ufos-are-weather-balloons-but-documents-remain-top-secret-in-2012/" target="_blank" rel="noopener noreferrer">denied the request</a>. The Black Vault was told that the information was classified Top Secret, and could not be released because it would &#8220;be expected to cause exceptionally grave damage to the national security.&#8221; In addition, the NSA referenced a common go-to explanation for the UFO phenomena that was rooted in decades prior: weather balloons.</p>

<p>&#8220;[&#8216;Unidentified aircraft&#8217; or &#8216;unidentified (flying) object&#8217;] are simply terms that are used to describe conventional aircraft or objects (possibly weather balloons) that have been identified as such at the time of the report,&#8221; the <a href="https://documents.theblackvault.com/documents/ufos/NSA-UFO-WeatherBalloon2012.pdf" target="_blank" rel="noopener noreferrer">letter</a> from the NSA explained. &#8220;The reports themselves are not focused on &#8216;UFOs,&#8217; but happen to contain terms related to them. The 2 documents (5 pages) referred by DIA fits this category and have been reviewed by this Agency as required by the FOIA and have been found to be currently and properly classified in accordance with Executive Order 13526.&#8221;</p>
<p>In October of 2019, The Black Vault would try again, and filed a Mandatory Declassification Review (MDR) request to the NSA to re-review the five Top Secret pages to see if they could be released. Nearly a year later, the NSA denied the release yet again, as the documents properly maintained a Top Secret classification and could not be released.</p>
<p>The reason for the denial by the NSA was explained with a specific citation within <a href="https://www.archives.gov/isoo/policy-documents/cnsi-eo.html" target="_blank" rel="noopener noreferrer">Executive Order 13526</a>. The citation identified the documents as pertaining to &#8220;intelligence activities (including covert action), intelligence sources or methods, or cryptology.&#8221;</p>

<p>Although there are still thousands of UFO related records that have been declassified and released by the Intelligence Community (IC); there is no doubt that the pages that still remain classified &#8212; like these five pages that were denied &#8212;  certainly show more of the picture.</p>
<p>The question is, will we ever see them?</p>

<p>In February of 2019, the Defense Intelligence Agency (DIA) released “Challenges to Security in Space,” a report that examines the space and counterspace programs that could challenge U.S. or partner interests in the space domain.</p>
<p>The advantage that the United States holds in space – and our perceived dependence on it – will continue to drive actors to improve their abilities to operate in and through space.</p>
<p>The report notes that “space-based capabilities provide integral support to military, commercial and civilian applications” and that “longstanding technological and cost barriers to space are falling, enabling more countries and commercial firms to participate in satellite construction, space launch, space exploration and human spaceflight.”</p>
<p>Although these advancements are creating new opportunities, new risks for space-enabled services have emerged, according to the DIA report.</p>
<p>“Having seen the benefits of space-enabled operations, some foreign governments are developing capabilities that threaten others’ ability to use space. China and Russia, in particular have taken steps to challenge the United States,” the report said.</p>
<p>In particular, the report notes that:</p>
<ul>
<li> Chinese and Russian military doctrines indicate they view space as important to modern warfare and counterspace capabilities as a means to reduce U.S. and allied military effectiveness.</li>
<li>Both countries have developed robust and capable space services, including space-based intelligence, surveillance and reconnaissance.</li>
<li>China and Russia are making improvements to existing systems including space launch vehicles and satellite navigation constellations.</li>
<li>These capabilities provide their militaries with the ability to command and control their forces worldwide with enhanced situational awareness, enabling them to monitor, track and target U.S. and allied forces.</li>
<li>Chinese and Russian space surveillance networks are capable of searching, tracking and characterizing satellites in all earth orbits. This capability supports both space operations and counterspace systems.</li>
<li>Both states are developing jamming and cyberspace capabilities, directed energy weapons, on-orbit capabilities and ground-based antisatellite missiles that can achieve a range of reversible to non-reversible effects.</li>
</ul>
<p>DIA’s “Challenges to Security in Space” report is intended to support a deeper public understanding of key space and counterspace issues and inform open dialogue and partner engagement on these challenges.</p>

This includes assessment of trends, current research, and potential future achievements. Main concentration is on the USSR. Those topics that are considered of high potential are emphasized, although other topics that may have an indirect influence are also considered. <p>Defense Intelligence producers are more than analysts; they are also professional writers. Despite various new media and technological developments. writing is still the principal medium through which the Agency conveys its information, ideas, and concerns to customers. If our written products are to have the impact and inspire the confidence they warrant, they need to be delivered in a well-crafted package.</p>
<p>This manual is the authoritative reference to help us create that package. It sets Agency standards for written intelligence production. minimizing the guesswork on capitalization, numbers, abbreviations, and other style points. Consequently. intelligence producers can focus on crafting effective arguments to support analytic judgments.</p>
<p>The DIA Style Manual for Intelligence Production has been in use for decades. The manual&#8217;s executive agent. the Directorate for Analysis. refines the guidance as Intelligence Community standards develop and the language evolves. The U.S. Government Printing Office Style Manual served as the basis for most of the guidance in this manual, and other references provided additional direction, notably The Gregg Reference Manual.</p>
<p>As professional analysts, we focus every day on maintaining subject matter expertise, but communicating that expertise requires us to maintain excellent writing skills. DIA must convey a Defense Intelligence message that is concise, precise. and compelling. This manual is a key tool in our arsenal as we execute our mission and ensure we meet the highest possible standards.</p>
