										<content:encoded><![CDATA[<p>The Defense Warning Office (DWO) was a division within the Defense Intelligence Agency that produced threat assessments relevant to the Intelligence Community (IC).</p>
<p>It produced reports between from at least 2009 through 2012, but it is unknown how long the office itself was in operation prior to the 2009 date. Today, it is known as the &#8220;Defense Technology and Long-Range Analysis Office&#8221;.</p>
<p>Below, you will find a list of reports created by the DWO. The request was for, &#8220;&#8230; a list of all reports and their respective titles and dates (along with any other information that may be readily available), published by the DIA’s Defense Warning Office (DWO), from 2009 to the date of processing this request.</p>

<p>For the past 24 years, The Black Vault has gone after <a href="https://www.theblackvault.com/documentarchive/all-ufo-documents-from/" target="_blank" rel="noopener noreferrer">UFO documents</a> from nearly every government agency that exists. Although thousands of pages have been released in that process, and subsequently archived on the site for others to download, there are many pages that still remain classified that the government will not release.  The <a href="https://www.theblackvault.com/documentarchive/ufos-the-national-security-agency-nsa-collection/" target="_blank" rel="noopener noreferrer">National Security Agency</a> (NSA) just confirmed again they not only have Top Secret UFO material, they will also not declassify it for national security reasons.</p>

<p>The lineage of this particular request goes back eleven years to 2009 when The Black Vault sought additional UFO related material from the Defense Intelligence Agency (DIA). Originally, The Black Vault had already received <a href="https://www.theblackvault.com/documentarchive/all-ufo-documents-from/" target="_blank" rel="noopener noreferrer">hundreds of pages</a> of related material in 1996, but this 2009 request sought new records created <em>after</em> 1996. During the course of this case, it was discovered that five pages of material existed, but the NSA was the agency responsible for declassification. Therefore, the pages were forwarded there for review and possible release.</p>
<p>In August of 2012, three years after the request was filed for records dated after 1996, the NSA <a href="https://www.theblackvault.com/documentarchive/ufos-are-weather-balloons-but-documents-remain-top-secret-in-2012/" target="_blank" rel="noopener noreferrer">denied the request</a>. The Black Vault was told that the information was classified Top Secret, and could not be released because it would &#8220;be expected to cause exceptionally grave damage to the national security.&#8221; In addition, the NSA referenced a common go-to explanation for the UFO phenomena that was rooted in decades prior: weather balloons.</p>

<p>&#8220;[&#8216;Unidentified aircraft&#8217; or &#8216;unidentified (flying) object&#8217;] are simply terms that are used to describe conventional aircraft or objects (possibly weather balloons) that have been identified as such at the time of the report,&#8221; the <a href="https://documents.theblackvault.com/documents/ufos/NSA-UFO-WeatherBalloon2012.pdf" target="_blank" rel="noopener noreferrer">letter</a> from the NSA explained. &#8220;The reports themselves are not focused on &#8216;UFOs,&#8217; but happen to contain terms related to them. The 2 documents (5 pages) referred by DIA fits this category and have been reviewed by this Agency as required by the FOIA and have been found to be currently and properly classified in accordance with Executive Order 13526.&#8221;</p>
<p>In October of 2019, The Black Vault would try again, and filed a Mandatory Declassification Review (MDR) request to the NSA to re-review the five Top Secret pages to see if they could be released. Nearly a year later, the NSA denied the release yet again, as the documents properly maintained a Top Secret classification and could not be released.</p>
<p>The reason for the denial by the NSA was explained with a specific citation within <a href="https://www.archives.gov/isoo/policy-documents/cnsi-eo.html" target="_blank" rel="noopener noreferrer">Executive Order 13526</a>. The citation identified the documents as pertaining to &#8220;intelligence activities (including covert action), intelligence sources or methods, or cryptology.&#8221;</p>

<p>Although there are still thousands of UFO related records that have been declassified and released by the Intelligence Community (IC); there is no doubt that the pages that still remain classified &#8212; like these five pages that were denied &#8212;  certainly show more of the picture.</p>
<p>The question is, will we ever see them?</p>

<p>In February of 2019, the Defense Intelligence Agency (DIA) released “Challenges to Security in Space,” a report that examines the space and counterspace programs that could challenge U.S. or partner interests in the space domain.</p>
<p>The advantage that the United States holds in space – and our perceived dependence on it – will continue to drive actors to improve their abilities to operate in and through space.</p>
<p>The report notes that “space-based capabilities provide integral support to military, commercial and civilian applications” and that “longstanding technological and cost barriers to space are falling, enabling more countries and commercial firms to participate in satellite construction, space launch, space exploration and human spaceflight.”</p>
<p>Although these advancements are creating new opportunities, new risks for space-enabled services have emerged, according to the DIA report.</p>
<p>“Having seen the benefits of space-enabled operations, some foreign governments are developing capabilities that threaten others’ ability to use space. China and Russia, in particular have taken steps to challenge the United States,” the report said.</p>
<p>In particular, the report notes that:</p>
<ul>
<li> Chinese and Russian military doctrines indicate they view space as important to modern warfare and counterspace capabilities as a means to reduce U.S. and allied military effectiveness.</li>
<li>Both countries have developed robust and capable space services, including space-based intelligence, surveillance and reconnaissance.</li>
<li>China and Russia are making improvements to existing systems including space launch vehicles and satellite navigation constellations.</li>
<li>These capabilities provide their militaries with the ability to command and control their forces worldwide with enhanced situational awareness, enabling them to monitor, track and target U.S. and allied forces.</li>
<li>Chinese and Russian space surveillance networks are capable of searching, tracking and characterizing satellites in all earth orbits. This capability supports both space operations and counterspace systems.</li>
<li>Both states are developing jamming and cyberspace capabilities, directed energy weapons, on-orbit capabilities and ground-based antisatellite missiles that can achieve a range of reversible to non-reversible effects.</li>
</ul>
<p>DIA’s “Challenges to Security in Space” report is intended to support a deeper public understanding of key space and counterspace issues and inform open dialogue and partner engagement on these challenges.</p>

<p>Defense Intelligence producers are more than analysts; they are also professional writers. Despite various new media and technological developments. writing is still the principal medium through which the Agency conveys its information, ideas, and concerns to customers. If our written products are to have the impact and inspire the confidence they warrant, they need to be delivered in a well-crafted package.</p>
<p>This manual is the authoritative reference to help us create that package. It sets Agency standards for written intelligence production. minimizing the guesswork on capitalization, numbers, abbreviations, and other style points. Consequently. intelligence producers can focus on crafting effective arguments to support analytic judgments.</p>
<p>The DIA Style Manual for Intelligence Production has been in use for decades. The manual&#8217;s executive agent. the Directorate for Analysis. refines the guidance as Intelligence Community standards develop and the language evolves. The U.S. Government Printing Office Style Manual served as the basis for most of the guidance in this manual, and other references provided additional direction, notably The Gregg Reference Manual.</p>
<p>As professional analysts, we focus every day on maintaining subject matter expertise, but communicating that expertise requires us to maintain excellent writing skills. DIA must convey a Defense Intelligence message that is concise, precise. and compelling. This manual is a key tool in our arsenal as we execute our mission and ensure we meet the highest possible standards.</p>

<p>The following document was received under the Freedom of Information Act (FOIA) from the Defense Intelligence Agency (DIA). It was created by the Director of the DIA, LTG Patrick M. Hughes. In the introduction, he writes:</p>

<p style="padding-left: 30px;"><em><strong>My intent remains to provide a thought provoking document that highlights for decision makers and long range planners those threats and challenges that may emerge in the period 1999-2020 and beyond. </strong></em></p>
<p style="padding-left: 30px;"><em><strong>Over the past five years, the Department of Defense has grown increasingly concerned with the future global security environment, in part because of the ambiguity and uncertainty that we expect will continue to characterize the global condition. </strong></em></p>
<p style="padding-left: 30px;"><em><strong>Lacking the central threat focus of the Cold War, we must anticipate a much broader set of challenging circumstances and conditions. </strong></em></p>

This includes information on the military capabilities, strategies, and activities of foreign nations, terrorist groups, and other non-state actors.</p>
<p>The primary audience for the Military Intelligence Digest includes military commanders, planners, and other decision-makers within the Department of Defense (DoD) and the broader U.S. Intelligence Community. The digest is designed to support these individuals in their strategic and operational responsibilities by providing timely and relevant intelligence analysis.</p>

However, few prospects exist for long-term stability in Afghanistan. The UN, although marginalized, still may play a role if it is willing to lower its expectations.</p>

Opposition leaders are having difficulty forging a meaningful alliance with the Taliban, and these forces probably still lack the organization or strength to seize Kabul.</p>

We deploy globally alongside warfighters and interagency partners to defend America&#8217;s national security interests.</p>
<p>After more than 5 years of waiting, I finally received the DIA&#8217;s employee manual.  Of course, they processed the current version at the time of the original request, which was 2009, but it is well worth a read to get a glimpse of what it&#8217;s like to work at the DIA.This was released in November of 2014.</p>
