<p>The following are the instructions given to each agency, for submitting the SF-311 forms:</p>
<p style="padding-left: 30px;"><em><strong>This reporting requirement applies to each department, independent agency or establishment in the executive branch that creates, handles, and/or stores classified national security information. The reporting period is on a fiscal year basis. Submissions must be unclassified and typewritten, and reach the Information Security Oversight Office (ISOO) no later than November 15 following the reporting period. Consolidate the submissions of component activities into a single report. Agencies, however, shall retain the input from component activities for possible ISOO review.</strong></em></p>
<p>Under the Freedom of Information Act (FOIA), I was able to request from various agencies the SF-311 forms filed. This is an ongoing effort, and this page will be constantly updated with the newest SF-311 forms released and collected by The Black Vault.</p>

<p>This report describes the investigation by the Department of Justice (DOJ or Department) Office of the Inspector General (OIG) into the creation, storage, and handling of certain memoranda (Memos) written by former Federal Bureau of Investigation (FBI) Director James B. Comey. Between January 6, 2017, and April 11, 2017, while Comey was Director of the FBI, he memorialized seven one-on-one interactions that he had with President-elect and President Donald J. Trump. Throughout this report, these Memos are referred to as Memo 1 through Memo 7, numbered chronologically according to the date each Memo was written. Comey, who had original classification authority as FBI Director, marked a small amount of information in Memo 1 as classified at the time that he wrote it. Comey also believed that Memo 3 contained classified information when he wrote it, but did not mark the document as classified. Comey kept signed originals of Memos 2, 4, 6, and 7 in a personal safe in his home and, following his May 2017 removal as FBI Director, provided his personal attorneys with copies of Memos 2, 4, and 6, and a redacted version of Memo 7; Comey never took copies of Memos 1, 3, and 5 to his home, and never shared these Memos with anyone outside the FBI.</p>

<p>This Instruction:</p>
<p>1.1 . Reissues reference (a) to implement policy, assign responsibilities, and prescribe guidance on the classification methodology for Information Operations (10) programs and capabilities within the Department of Defense.</p>
<p>1.2. Establishes guidance for proper protection of 10 activities.</p>
<p>1.3. Identifies and provides classification guidance on categories of IO activities. While this Instruction identifies the classification or classification ·range for specific items of classified information, it is not intended to be used as an itemized guide for applying Special Access Program (SAP) prota;tive measures. If required, SAP protective measures shall be in addition to the protections that are cited in this Instruction. 1.4. Addresses the relationship between the protection level for 10 activities and the security classification for specific elements of information within these activities. It clarifies information and requirements from a number of sources to identify the appropriate protection architecture for IO activities.</p>
<p>1.5. Constitutes authority and, in the absence of an approved program classification guide that provides specific classification instructions, shall be cited as the basis for derivative classification about, or declassification of, DoD information and material involved in 10.</p>

<p>According to the Defense Technical Information Center (DTIC), this is their mission statement:</p>
<p style="padding-left: 30px;"><em><strong>The Defense Technical Information Center (DTIC) has served the information needs of the Defense community for more than 70 years. DTIC reports to the Assistant Secretary of Defense For Research and Engineering ASD(RE).</strong></em></p>
<p style="padding-left: 30px;"><em><strong>Our mission is to provide essential, technical research, development, testing and evaluation (RDT&amp;E) information rapidly, accurately and reliably to support our DoD customers&#8217; needs.</strong></em></p>
<p>Under the Freedom of Information Act (FOIA), you are able to request &#8220;report bibliographies&#8221; &#8211; a listing of all reports that DTIC has in their system, which pertain to a certain keyword.</p>
<p>You can also request searches of other fields, like author, subject, abstract or even the current classification.</p>
<p>In July of 2016, I requested a list of all documents within DTIC databases, that were still marked as classified, and dated 1952 or earlier.</p>

										<content:encoded><![CDATA[<p>Every government employee that handles classified information must sign the non-disclosure agreement form for classified information before they do so.</p>
<p>Here is an excerpt from the booklet outlining what you are signing:</p>
<blockquote><p><em><strong>As an employee of the Federal Government or one of its contractors, licensees, or grantees who occupies a position which requires access to classified information, you have been the subject of a personnel security investigation. The purpose of this investigation was to determine your trustworthiness for access to classified information. When the investigation was completed, your employing or sponsoring department or agency granted you a security clearance based upon a favorable determination of the investigation results. By being granted a security clearance, you have met the first of three requirements necessary to have access to classified information.</strong></em></p></blockquote>
