<p><em>Intellipedia is an online system for collaborative data sharing used by the United States Intelligence Community (IC).  It was established as a pilot project in late 2005 and formally announced in April 2006 and consists of three wikis running on JWICS, SIPRNet, and Intelink-U. The levels of classification allowed for information on the three wikis are Top Secret, Secret, and Sensitive But Unclassified/FOUO information, respectively. They are used by individuals with appropriate clearances from the 16 agencies of the IC and other national-security related organizations, including Combatant Commands and other federal departments. The wikis are not open to the public.</em></p>
<p><em>Intellipedia is a project of the Office of the Director of National Intelligence (ODNI) Intelligence Community Enterprise Services (ICES) office headquartered in Fort Meade, Maryland. It includes information on the regions, people, and issues of interest to the communities using its host networks. Intellipedia uses MediaWiki, the same software used by the Wikipedia free-content encyclopedia project.  ODNI officials say that the project will change the culture of the U.S. intelligence community, widely blamed for failing to &#8220;connect the dots&#8221; before the September 11 attacks.</em></p>
<p><em>The Secret version connected to SIPRNet predominantly serves Department of Defense and the Department of State personnel, many of whom do not use the Top Secret JWICS network on a day-to-day basis. Users on unclassified networks can access Intellipedia from remote terminals outside their workspaces via a VPN, in addition to their normal workstations. Open Source Intelligence (OSINT) users share information on the unclassified network.  (Source: Wikipedia)</em></p>

Interesting to see the behind the scenes notes, as it appears they had caught their mistake when receiving my appeals, and yet they STILL denied them. Luckily, the honest NSA employee who was curiously looking at &#8220;unrelated&#8221; cases, made the NSA send me a follow up which is above.</p>

										<content:encoded><![CDATA[<p>In August of 2013, the report <a href="https://apps.dtic.mil/sti/pdfs/ADA591984.pdf" target="_blank" rel="noopener">Smart Power and U.S. National Strategy</a> from the Joint Special Operations University, stated the following about Operation Earnest Voice:</p>
<p style="padding-left: 40px;"><em>A recently disclosed U.S. classified operation seeks to develop software that allows the use of fake online identities or “sock puppets” to influence Internet conversations and spread strategic communications. According to U.S. Central Command (CENTCOM) spokesman Navy Commander Bill Speaks, “The technology supports classified blogging activities on foreign language websites to enable CENTCOM to counter violent extremist and enemy propaganda outside the U.S. When completed, the software would allow the U.S. to “respond to emerging online conversations with any number of coordinated messages, blogposts, chatroom posts and other interventions.” According to the statement, the original operation had been revealed in 2010 during oversight testimony by General Petraeus, then commander of CENTCOM, before the U.S. Senate Armed Services Committee. It was part of a vital CT and counter-radicalization program called Operation Earnest Voice (OEV), a psychological operations program to counter the al-Qaeda online narrative presence. In testimony before the Senate committee, General James Mattis, then CENTCOM commander, further explained that OEV sought “to disrupt recruitment and training of suicide bombers; deny safe havens for our adversaries; and counter extremist ideology.” What remains undisclosed is what metrics are used to establish success or failure in these operations. As the existence of this type of sensitive technology and its intended uses go viral, it will amount to an invitation to our adversaries and rivals to engage in similar uses, and/or adopt countermeasures, with unknown future consequences for us and the world at large.</em></p>
<p>Credit to <a href="https://www.theguardian.com/technology/2011/mar/17/us-spy-operation-social-networks" target="_blank" rel="noopener">The Guardian</a> for breaking the story about the operation in 2011.</p>
<p>The Black Vault requested information from CENTCOM regarding Operation Earnest Voice, and was informed that 100% of the information was classified in 2013. That denial is archived below for reference purposes, and stated that 13 pages were being withheld.</p>
<p>In 2018, a Mandatory Declassification Review (MDR) request was filed by The Black Vault to get the 13 responsive pages that were originally denied, reviewed and released to the public.</p>
<p>It would take until December of 2022 for the records to be partially released. That release is below.</p>

										<content:encoded><![CDATA[<h3>Background</h3>
<p>This paper explores pandemic planning efforts across federal and state jurisdictions and how the absence of collaboration could have major consequences upon the population of the United States. How adequate are state and federal pandemic plans, and what must be done nationally to address common shortfalls? The methodology used a hybrid approach by combining a secondary analysis of available data with a modified case study approach. Analyzing the individual state plans and HHS’ Pandemic Influenza Plan revealed common deficiencies, and disclosed distinct functional areas where stringent collaboration across multiple jurisdictions and functional areas would mitigate the deficiencies and provide a blueprint for potential development into an all-hazards national catastrophe plan. This resultant comprehensive plan would provide a solid template for all stakeholders to use in further development of their individual plans, and additionally provide a mechanism to propagate proactive planning efforts among international disaster preparedness partners.</p>

<p style="padding-left: 40px;"><em><strong>&#8220;The Under Secretary of Defense for Policy conducted an additional review of the responsive record in response to your appeal. Captain Thoms A. Ryno, Counterterrorism Policy Director, Irregular Warfare &amp; Defense Counterterrorism office, in his capacity as an Initial Denial Authority, has determined that the 29 pages are withheld in their entirety pursuant to 5 U.S.C. § 552 (b)(7)(e), techniques and procedures for law enforcement investigations or prosecutions, or would disclose guidelines for law enforcement investigations or prosecutions if such disclosure could reasonably be expected to risk circumvention of law; and (b)(7)(f), withholding of law enforcement-related information which could reasonably be expected to endanger the life or physical safety of any individual. Please note that we have considered the foreseeable harm standard when reviewing records and applying exemptions under the FOIA in the processing of this request.&#8221;</strong></em></p>

<h3>Operation Garden Plot</h3>
<p>Operation Garden Plot is a general U.S. Army and National Guard plan to respond to major domestic civil disturbances within the United States. The plan was developed in response to the civil disorders of the 1960s and is now under the control of the U.S. Northern Command (NORTHCOM). It provides Federal military and law enforcement assistance to local governments during times of major civil disturbances.</p>

<h3>Rex 84 / Readiness Exercise 1984</h3>
<p>Rex 84, short for Readiness Exercise 1984, was a classified scenario and drill developed by the United States federal government to detain large numbers of United States citizens deemed to be &#8220;national security threats&#8221;, in the event that the President declared a &#8220;State of National Emergency&#8221;. The plan was first revealed in detail in a major daily newspaper by reporter Alfonso Chardy in the July 5, 1987 edition of the Miami Herald. Possible reasons for such a roundup were reported to be widespread opposition to a U.S. military invasion abroad, such as if the United States were to directly invade Central America. To combat what the government perceived as &#8220;subversive activities&#8221;, the plan also authorized the military to direct ordered movements of civilian populations at state and regional levels, according to Professor Diana Reynolds.</p>

<p>The Year 2000 problem (also known as the Y2K problem, the millennium bug, the Y2K bug, or simply Y2K) was a notable computer bug resulting from the practice in early computer program design of representing the year with two digits.</p>
<p>This caused some date-related processing to operate incorrectly for dates and times on and after January 1, 2000 and on other critical dates which were billed &#8220;event horizons&#8221;.</p>
<p>Without corrective action, long-working systems would break down when the &#8220;&#8230;97, 98, 99&#8230;&#8221; ascending numbering assumption suddenly became invalid. Companies and organizations world-wide checked, fixed, and upgraded their computer systems.</p>

<p>Civil defense or civil protection is an effort to protect the citizens of a state (generally non-combatants) from military attack. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation, and recovery. Programmes of this sort were initially discussed at least as early as the 1920s and were implemented in many countries, but only became widespread in the USA after the threat of nuclear weapons was realised.</p>
<p>Since the end of the Cold War, the focus of civil defense has largely shifted from military attack to emergencies and disasters in general. The new concept is described by a number of terms, each of which has its own specific shade of meaning, such as crisis management, emergency management, emergency preparedness, contingency planning, emergency services, and civil protection.</p>
<p>In some countries, civil defense is seen as a key part of &#8220;total defense&#8221;. For example in Sweden, the Swedish word totalförsvar refers to the commitment of a wide range of resources of the nation to its defense &#8211; including to civil protection. (Source: Wikipedia)</p>

This threat is now greatly diminished, but our civil. defense program continues to emphasize attack-related emergencies with secondary emphasis on disaster-related emergencies. The National Security Strategy of -the United States published by The White House in August, 1991 states that, Our civil defense program is still needed to deal with the consequences of an attack, while also providing capabilities to respond to natural and man-made catastrophes. One might question whether we still need a civil defense program to deal with the consequences of attack. After all, who has the capability and will to attack the U.S.? On the other hand, natural and man-made catastrophes continue to affect our country. While these catastrophes may wreak havoc on a local area, it could be argued that they most likely would not directly impact our national security. <p>In August of 2016, the American Civil Liberties Union (ACLU) was successful in getting the White House to declassify the PRESIDENTIAL POLICY GUIDANCE: White House Rules on Targeted Killing document, which explains the framework for drone strikes.</p>
<p>According to the ACLU:</p>
<p style="padding-left: 30px;"><em><strong>In response to a court order in a lawsuit filed by the American Civil Liberties Union, the Obama administration has released a redacted version of the White House document that sets out the government’s policy framework for drone strikes “outside the United States and areas of actual hostilities.” </strong></em></p>
<p><em><strong>The Presidential Policy Guidance, once known as “the Playbook,” was issued by President Obama in May 2013 following promises of more transparency and stricter controls for the drone program. But while the administration released a short “fact sheet” describing the document, it did not release the PPG itself, or any part of it.</strong></em></p>

<p>After waiting many months, I was denied, in full, access to the record.  I quickly filed an appeal. Whenever a document is fully denied, I do wonder if they truly reviewed the document, or if they simply denied access.</p>
<p>After a couple more months of waiting, I partially won my appeal &#8211; and they released a portion of the document. Although still primarily redacted, it does give some insight with the &#8220;Executive Summary&#8221; being partially released.</p>

<p>This DF&amp;NN SBIR Phase 1 effort is the first to provide a technical architecture for the development of Context Assessment (CA) software for Data Fusion &amp; Resource Management (DF&amp;RM) systems. CA software provides an interpretation (i.e., explanation and evaluation) of the DF&amp;RM system outputs based upon the current mission context data base. As such CA improves the user situation awareness and the utility of his supporting DF&amp;RM svstem.</p>

<blockquote><p><em>Chelsea Elizabeth Manning (born Bradley Edward Manning, December 17, 1987) is a United States Army soldier who was convicted in July 2013 of violations of the Espionage Act and other offenses, after releasing the largest set of classified documents ever leaked to the public. Manning was sentenced in August 2013 to 35 years confinement with the possibility of parole in eight years, and to be dishonorably discharged from the Army. Manning is a trans woman who, in a statement the day after sentencing, said she had felt female since childhood, wanted to be known as Chelsea, and desired to begin hormone replacement therapy. From early life through much of Army life, Manning was known as Bradley, and was diagnosed with gender identity disorder while in the Army.</em></p>

<p><em>Assigned in 2009 to an Army unit in Iraq as an intelligence analyst, Manning had access to classified databases. In early 2010 she leaked classified information to WikiLeaks and confided this to Adrian Lamo, an online acquaintance. Lamo informed Army Counterintelligence, and Manning was arrested in May that same year. The material included videos of the July 12, 2007 Baghdad airstrike, and the 2009 Granai airstrike in Afghanistan; 250,000 U.S. diplomatic cables; and 500,000 Army reports that came to be known as the Iraq War logs and Afghan War logs. Much of the material was published by WikiLeaks or its media partners between April and November 2010.</em></p>

<p><em>Manning was ultimately charged with 22 offenses, including aiding the enemy, which was the most serious charge and could have resulted in a death sentence. She was held at the Marine Corps Brig, Quantico in Virginia, from July 2010 to April 2011 under Prevention of Injury status—which entailed de facto solitary confinement and other restrictions that caused domestic and international concern—before being transferred to Fort Leavenworth, Kansas, where she could interact with other detainees. She pleaded guilty in February 2013 to 10 of the charges. The trial on the remaining charges began on June 3, 2013, and on July 30 she was convicted of 17 of the original charges and amended versions of four others, but was acquitted of aiding the enemy. She will serve her sentence at the maximum-security U.S. Disciplinary Barracks at Fort Leavenworth.</em></p>

<p>An unmanned combat air vehicle (UCAV), also known as a combat drone or drone, is an unmanned aerial vehicle (UAV) that is armed with weaponry and has no onboard human pilot. Currently operational drones are under real-time human control of unknown precision.</p>
<p>Drones change the nature of modern aerial combat. Controllers of drones are in no immediate danger, unlike jet pilots. As an advanced use of robots in war, drones also prompt fundamental questions about the relationship of warriors to war, and soldiers to their weapons.</p>
<p>In terms of military logistics, much of the equipment necessary for a human pilot (such as the cockpit, ejection seat, flight controls, and environmental controls for pressure &amp; oxygen) can be omitted from an unmanned vehicle, resulting in a decrease in weight. This may allow greater payloads, range and maneuverability. However the distance between the pilot and the aircraft will naturally result in slower response time or latency.</p>

<h3>Domestic Uses of Drones</h3>
<p><img decoding="async" src="https://www.theblackvault.com/images/pdf.gif" alt="" /> <a href="https://documents.theblackvault.com/documents/defenseissues/drones/a1511.pdf">Audit of the Department of Justice&#8217;s Use and Support of Unmanned Aircraft Systems, March 2015</a> [28 Pages, 1.5 MB] &#8211; Unmanned Aircraft Systems (UAS), commonly referred to as “drones,” are remotely piloted aerial vehicles and their associated ground control stations that receive surveillance imagery. UAS may be equipped with cameras to obtain aerial surveillance and may operate up to several hours, depending on their design. Officials from multiple law enforcement agencies have stated that they believe UAS can be beneficial for reconnaissance, surveillance, and crime scene examinations, and that their use eliminates the risk to a pilot inherent in the manned aircraft used now. The objective of this audit was to assess Department of Justice (DOJ) component use and support of UAS. This report follows up on the findings of a September 2013 Office of the Inspector General (OIG) interim report that examined DOJ components’ domestic use of DOJ-owned UAS and grant funding for non-DOJ UAS. In addition, this audit also examines how DOJ components have used or relied on other agencies’ UAS to support DOJ law enforcement efforts.</p>

<p>Project Horizon was a 1959 study to determine the feasibility of constructing a scientific / military base on the Moon. During this time, the U.S. Army, Navy, and Air Force had responsibility for the U.S. space program.</p>
<p>On 8 June, 1959, a group at the Army Ballistic Missile Agency (ABMA) produced for the U.S. Department of the Army a report entitled Project Horizon, A U.S. Army Study for the Establishment of a Lunar Military Outpost. Some reasons cited were military and scientific advantages over other nations. The program would also assure demand for the rockets ABMA was designing.</p>
<p>According to the documents:</p>
<p><em>&#8220;The lunar outpost is required to develop and protect potential United States interests on the moon; to develop techniques in moon-based surveillance of the earth and space, in communications relay, and in operations on the surface of the moon; to serve as a base for exploration of the moon, for further exploration into space and for military operations on the moon if required; and to support scientific investigations on the moon.&#8221;</em></p>

<p>Jessica Dawn Lynch (born April 26, 1983) is a former Private First Class (PFC) in the United States Army Quartermaster Corps. Lynch served in Iraq during the 2003 invasion by U.S. and allied forces. On March 23, 2003 she was injured and captured by Iraqi forces but was recovered on April 1 by U.S. special operations forces, with the incident subsequently receiving considerable news coverage.Lynch, along with major media outlets, has since accused the U.S. government of embellishing the story as part of the Pentagon&#8217;s propaganda effort.</p>

<p>The Raven Rock Mountain Complex (RRMC) is a United States government facility on Raven Rock, a mountain in the U.S. state of Pennsylvania. It is located about 14 km (8.7 miles) east of Waynesboro, Pennsylvania, and 10 km (6.2 miles) north-northeast of Camp David, Maryland.</p>
<p>It is also called the Raven Rock Military Complex, or simply Site R. Other designations and nicknames include &#8220;The Rock&#8221;, NMCC-R (National Military Command Center Reservation), ANMCC (Alternate National Military Command Center), AJCC (Alternate Joint Communications Center), &#8220;Backup Pentagon&#8221;, or &#8220;Site RT&#8221;; the latter refers to the vast array of communication towers and equipment atop the mountain. <p>A recently discovered US Intelligence Report from the Defense Intelligence Agency (DIA) has a striking revelation – Iran may have the capability to attack the United States by 2014 with an ICBM missile.  This report is released amidst allegations that Iran’s nuclear program is progressing to the point of nuclear weapon capabilities.</p>
<p>The document, labeled a Military Intelligence Digest with a SECRET security marking, states that, “An ICBM with a Non-Rotating Earth (NRE) range of 10,000 kilometers would provide the Iranians with missile coverage of Alaska but would not allow them to target CONUS [Continental United States], owing to rotational effects of the Earth.”  The report goes on to state that, “Iran might have the capability to develop and produce an ICBM that can strike the United States in the next 10 to 15 years.”</p>
<p>The release of this report was due to a Freedom of Information Act (FOIA) request by The Black Vault internet archive (<a href="http://www.theblackvault.com/">http://www.theblackvault.com</a>), a website devoted to obtaining and archiving declassified government documents released via the FOIA, filed back in 1997.</p>
<p>It took the U.S. Defense Intelligence Agency (DIA) nearly 13 years for them to process the request, which only yielded three pages of material; 85% of which is completely blacked out.  Although open to interpretation, the DIA stated that some of the material was “Not Responsive to the Request,” even though the original request asked for information pertaining to an Iranian missile hitting the United States, and the blacked out paragraphs under the heading, “The Future of Iran’s Long-Range Ballistic Missile Program (U).”</p>
<p>Subsequent requests have been filed for the rest of the report, and another  11 documents have been forwarded to other agencies for possible declassification.</p>
<p>As of 13 years and four months after the initial filing of the FOIA request by The Black Vault, those documents have not been received.</p>

<p>When the NRO was officially aknowledged in 1993, the DoD issued the following statement, &#8220;There is a National Reconnaissance Office (NRO) organized as an agency of the Department of Defense and funded through a program known as the National Reconnaissance Program (NRP), which is the single, national program to meet U.S, Goveminent intelligence needs through spaceborne and assigned airborne reconnaissance.&#8221;</p>

<p>I asked Admiral Jeremiah to take a hard look at the Intelligence Community&#8217;s performance on India. He did exactly that. He identified problems that impeded our performance on India and warned us of weaknesses that could reduce our effectiveness in the future&#8211; if we do not correct them now.</p>
<p>While the Intelligence Community has for years closely followed the Indian nuclear program, there is no getting around the fact that we did not predict these particular Indian nuclear tests. We did not get it right. Period. We have a professional responsibility to stand up, acknowledge that, and learn from it.</p>
<p>But it would be a mistake for the American people to define U.S. intelligence by a single event. Day in and day out, the men and women of the intelligence community give our policy makers and our President the best intelligence in the world-from Bosnia to Pakistan, from counter-terrorism to counter-narcotics, this intelligence protects the lives of U.S. forces and our citizens. It is one of the best investments the American people make.</p>
<p>This is the time to move ahead. I accept all of Admiral Jeremiah&#8217;s recommendations. I am making it my highest priority to implement them as quickly as possible. I have asked Joan Dempsey, the newly confirmed Deputy Director of Central Intelligence for Community Management, to develop action plans for implementing each of the Admiral&#8217;s recommendations.</p>
<p>Admiral Jeremiah has given us a valuable service. I thank him for his dedication and for serving his country yet again.</p>

<blockquote><p>Coalition jet fighters shot down an Iranian drone that was hovering over Iraq late last month, Multinational Force Iraq officials confirmed today.</p>
<p>&nbsp;</p>
<p>The incident occurred Feb. 25, about 60 miles northeast of Baghdad, officials said in a statement.</p>
<p>Two coalition aircraft were directed to visually identify the unmanned aerial vehicle after it was detected hovering inside the Iraqi border. The pilots confirmed that it wasn’t a coalition aircraft and that no collateral damage would result from a shoot-down.</p>
<p>Coalition air forces tracked the UAV for nearly one hour and 10 minutes before the pilots engaged and shot it down &#8220;well inside Iraqi airspace,&#8221; officials said.</p>
<p>Officials said they believe the drone to be an Iranian-made Ababil 3 model UAV.</p>
<p>Defense Secretary Robert M. Gates and military leaders have long accused Iran of interference in Iraq. Iran poses “a real problem,” Gates said on PBS’ “Tavis Smiley Show” March 11.</p>

<p>Robert Philip Hanssen (born 18 April 1944) is a former American FBI agent who spied for Soviet and Russian intelligence services against the United States for more than twenty years. Despite the fact that he revealed highly sensitive security information to the Soviet Union, federal prosecutors agreed not to seek the death penalty in exchange for his guilty pleas to fifteen espionage and conspiracy charges. He is serving a life sentence at the U.S. Bureau of Prisons Administrative Maximum facility in Florence, Colorado, a &#8220;Supermax&#8221; federal prison in which Hanssen spends twenty-three hours a day in solitary confinement.
