I'm Frenetic. I am a victim of domestic black site torture in the United States. I have an Autism Spectrum Disorder. During the Occupy Protests in 2011, I was taken to a detention facility where I was molested heavily, raped repeatedly, and forced to undergo violent surgical procedures.
My memories have recently returned, and I am currently attempting to piece together the knowledge I have. I have a lot of procedure descriptions already and more to do.
An FOIA expert who knows all the classified terminology would be of great benefit to me at the moment. I will post soon.

In regards to the FOIA needs - what can I help with? I run The Black Vault, and have filed more than 7,500 requests over the years.

During the protests in 2011, I was located around a primary strategic center (a military base). I had seen the scale of the uprising as well as the militarized nature of the police response. I noticed the media blackout. I began to push for a revolution. I brought (fake) weapons and shields from my foam fighting arsenal in an attempt to "train" fellow civilians to deal with the coming onslaught of militarized police and the inevitable institution of martial law. Long story short, I ended up getting detained and interrogated by 96 different departments.
They failed to notice (or communicate when they did notice) that I have an Autism spectrum disorder. They failed to adhere to the Geneva Conventions during any portion of the procedures. At one point, they acknowledged that I have a disorder and continued to rape me. I had interrogations from the National Guard, the Marine Corps (where I was cut open), the NSA, the FBI, the CIA, and the Secret Service. There may have been other departments involved, and defense contractors may have been used to cover up the torture.
I was given some information about the technologies used during the interrogations. I was told that if I knew where to file the FOIA's, I may be able to form a case. This would amount to an international scandal, as it involves the rape and torture of a U.S. civilian during detainment. In addition, I may be able to help other victims attain recognition by revealing some of the methods used by modern torturers.
"Ice pack traumatization" is a keyword we need to look for, as my intel says some of these are beginning to be declassified. During an ice pack traumatization, a detainee's arm or other appendage may be removed and kept on ice for the duration of an interrogation, then replaced using a spray-on growth hormone/stem cell mixture.
"Exposure" and "exposure traumatization" are two other technologies. During a "sexual exposure traumatization," a detainee is drugged to a state of complete animal behavior, given a massive dose of sex hormones, and forced to perform a disgusting sexual act (i.e. with an animal or immediate family member). The drugs are then removed from the bloodstream (new blood is transfused), and the victim is shown a video of the act while interrogators laugh and insult the detainee.
There have been interrogations during which animals were abused. I was subjected to one during which I was given a large dose of an empathogenic psychedelic and asked to hold an owl. The owl was then snatched away and defeathered (alive), its eyes were plucked out, and its beak was removed with a combat knife. It was allowed to die slowly, and I was interrogated as it died.
I am currently compiling my memories, and I will present more as I get them more organized. There are keywords that were said by interrogators and staff during the torture that may yield some results when plugged into an FOIA. I don't have significant experience performing FOIA requests, and I may need assistance from someone who is cleared and actually knows the classified / previously classified terminology.

Seems like if there are any responsive records, you would need to tackle all the domestic law enforcement agencies, which would include the FBI.
In doing so, however, you may also need to start filing state "sunshine law" requests, which is different in all 50 states. It's like the FOIA - but at a state level.
I would start there. If the techniques were utilized by the federal government domestically, I would definitely start with the FBI... but of course, it will come down to knowing the proper terms... or at least, having somewhat of an accurate description.
Not sure if that helps, but I would just start filing and see where you end up.
