The Week just published an article on Jan. 27 2016 called "America's 'everything' fighter is a total disaster" In it we learn that the problem riddled F-35 program has cost the American taxpayer 1.3 TRILLION Dollars. That's $ 1 300 000 000 000.
Commondreams published an article on Jan. 13 2004 called "How many Windmills would $87 Billion Buy" That amount is $87 000 000 000 the answer was enough to meet 1/4 of America's Electrical needs.
So do the math if you want to meet 100% of America's electrical needs you need 4x $87 000 000 000 and that comes out to $348 Billion that is $348 000 000 000 So let's look at that fighter jet program we take the total cost of the program till now $1.3 Trillion and divide it by the $348 to buy the USA a greener economy and we get the answer 3.73. That means that single fighter program could have been enough to eliminate fossil fuels and nuclear power as the means to produce electricity in three countries the size of the USA. Furthermore other alternative energy sources tend to beat out the cost of such luxury military spending as well.
It gets even more ridiculous on June 28, 2011 The Week published an article called "The military's $20 billion air conditioning bill: By the numbers" in which we find the US military is spending $20 Billion a Year air conditioning its tents. That's $20 000 000 000. Due the math: $348 Billion divided by $20 Billion a year means $17.4 years to build a 100% Alternative Energy infrastructure if funds were diverted from such military waste.
These examples are the tip of an iceberg of conspiratorial waste. The USA & the world has had the technology to make each of its nation self sufficient since before World War II but it doesn't politicians and corporations have conspired openly often with public support to stiffle real progress, and cover up the downfalls of not progressing in the USA and the world. The reasons for the conspiracy are simple power, money, and control. That's the real conspiracy, the rest is fluff.

The world is currently operating under a global corporate fascism. The "power, money, and control" that you speak of is in the hands of a select few, and there are no borders as far as these people are concerned.
Bill Clinton once said he had dedicated his whole life towards the goal of becoming president (that and maybe a few flings) only to find out that once he was president he wasn't the one really in charge. Was he speaking of congress, or those who operate behind the scenes?
