A big thanks for putting up the latest NARA list of JFK assassination records withheld in full/in part! It's great for bean counters like me, who are trying to figure out what's out, and what's not.
I was wondering where you got the figure of "3,082 Documents, totaling 217,114 Pages that are not yet released to the public."
The list (22,933 rows in the excel sheet) has only 798 rows marked as 'Withheld', which I assume means not ever released (by anyone, anywhere). The rest (22,135 rows) are all marked 'Redact', which I assume means these records have been released at least once (by someone, somewhere), but still have redactions.
Any tips on counting methodology would be greatly appreciated.

Yes and that's a great question, thank you.
The records released were cross referenced in multiple spreadsheets to come up with the conclusion that although some were marked as "redacted" and give the impression they were released, they in fact, are not found in any of the releases.
The next couple paragraphs on that page, do go in a bit more detail:
However, upon investigation, NARA also listed the entire set of PARTIALLY released records, along with those completely withheld. Digging deeper, and with the help and verification of Jimmy Falls of the news agency WhoWhatWhy we came up with the same numbers, using two entirely different methods.
It confirms there are 3,082 Documents, totaling 217,114 Pages that are not yet released to the public. We cross referenced the list below, with the master NARA list of released documents, and came up with the same exact conclusion and both verified these numbers. I then called NARA on the telephone on 1/30/2018 to confirm — and they informed me that these records are in the process of being reviewed through April of 2018 for possible release. Although more than 2,200 of the 3,082 should already be online, I told her that I believed they were not, and NARA recommended to wait until at least April of 2018, as more documents are reviewed, released and organized.

A couple years ago I cloned the JFK Collection Act database and created a value-added front end. For a while now, the official database has been down. That database contains 319,106 records:
Apparently, there is a new version (heretofore unseen, only God knows whether it will ever be released) which contains 268,166 records:
The most important discovery from that incursion was that according to the government (as acknowledged by The Archives in the Ravnitzky FOIA action) the number of POSTPONED IN FULL records is some 3,603 but in their own database the actual number is 9,718.

Hi! Thanks again for posting the very helpful spreadsheet from NARA, and for responding to my question so quickly. Here's a quick summary of my understanding.
NARA has a spreadsheet up for all of the JFK assassination records they posted in 2017, call it NARA 2017. You guys checked this against the new spreadsheet from NARA, call it NARA 2018.
As a result, you found that there are 3082 records in NARA 2018 that do not appear in NARA 2017. 798 of these 3082 records, NARA 2018 marks 'Withheld'. They mark the other 2284 records 'Redact'.
I have checked some, but not all, of these 3082 records on NARA's on-line Assassination Records Collection catalog, and so far the results are consistent with NARA 2018.
For example, 104-10196-10018 is marked 'Withheld' on NARA 2018, and the catalog says 'POSTPONED IN FULL'. 124-90104-10002 is marked 'Redact' on NARA 2018, and the catalog says 'RELEASED WITH DELETIONS'.
In addition, many of the 'Redact' documents are on-line at the Mary Ferrell Foundation website. 124-90104-10002, for example, is there. It is, of course, redacted. The 'Withheld' documents are, of course, unavailable. I haven't finished checking all 3082 records, but so far NARA 2018 looks accurate.
If it is accurate, only 798 documents are not yet released to the public, the 2284 documents marked 'Redact' are released, with deletions. They are just not available at NARA's website. That's what it looks like to me. Any corrections, or suggestions?
