Nope, unless it stands for treb something.  That's the best I've got.

Such a society would be dominated by an elite, unrestrained by traditional values. Soon it will be possible to assert almost continuous surveillance over every citizen... - Zbigniew Brezhinsky

You can do a 'Bing' search and get some idea of what it is.  The 'TR' of the designation is suppose to mean 'tactical reconnaissance.'  There are some photos out there showing a dark triangle-like craft … I dunno if that's what a TR3 is or not - since the whole project is 'black,' not much is known.  It's kinda like all those years ago where people were reporting an unusual shaped object that was wedge-like in appearance and eventually the F-117 came out from the dark and into the mainstream Air Force arsenal.  Perhaps one day it will be the same for the TR3.

There's probably projects that are even more advanced than the TR.  It is said that some govt. projects are somewhere in the neighborhood of 50-60 years ahead of anything we're using today.  Take for instance the helicopters used on the Osama bin Laden raid - that craft isn't a mainstream  aviation platform and yet it was said there was an even more advanced than what crashed at the compound.  The decision was made not to use it for fear of exposure.

While civilizations live, they may still aspire, and hope - as long as their legions can hold the far frontier. - T.R. Fehrenbach
