Yes you guess it the DOD was one of them that is graded F including Homeland Security and the Department of State.

I have noticed a tightening of the FOIA and releasable records in the last few years, maybe the paranoid of the various leaks that have occurred have had some affects?

Also there is a nice little cartoon, about the so called FREEdom of Information Act, as it there is nothing for free in this world.
