Im not exactly sure on this, but my dad is a firefighter and I use to ride with him to car "accidents", and there were road flares already going when we would arrive. By the time everything was ok (30min-1hour later) the flares were still going. So if the lights were there for only 15 minutes then vanished, not sure if they are road flares.
