Wouldn't it be nice?

There are a lot of people with Money Mart debit Visa cards in Canada, and there is a $37 billion dollar debt in taxes that the government owes us Canadians, wouldn't it be nice if someone provided some kind of debt relief for the government by providing each of us $4000.00 every time our card balance drops below $10?
That would greatly improve the economy for everyday working people.
What kind of technology would be required to do that?
