Azerbaijan is highly unfriendly environment for foreigners, I bet you. When I got to know that I was "better pay a traffic warden once stopped" I felt sort of a cultural shock.
I used to work in Azerbaijan for two years or so. Nothing to write home about! You know, those Azeri people, they see foreigners as sort of their prey, easy prey! When you have to deal with the locals you should keep this in mind constantly! No kidding at all! Beware you are just a walking wallet stuffed with bucks for'em!
So when I saw in Inet that funny story about a "traffic police officer Fuad Jafarov beaten up by a drunken Australian" I couldn't keep laughing just. It's the usual way in Azerbaijan when local policemen just perform some role to exempt the money from you. They're so inventive, I should say!
That Australian guy stopped when driving his "Porsche Cayenne" was a BP employee, William Slohomis. And, far as I know from my colleagues still living in Baku, he just hated it to give the money to the "brazen cop". So stupid of him, I think. That's the true story!
When in Rome, do as the Romans do.
