Searching and Retrieving From a Library

What program would I use to randomly retrieve a word from my own collection of words? I have Windows Vista. Ordinarily, I would write a basic program using the language of Basic. But everytime in the past, running a basic program causes the hard drive to make scary revving-up noises. Would it be dangerous to my computer and what program could I use instead?
