Why, when you do an FoIA request with the NSA for all their UFO documents do they hand you (along with the other stuff) a copy of THE VOYNICH MANUSCRIPT: AN ELEGANT ENIGMA by M.E.D'Imperio that was published in 1978?

I have absolutely no bloody idea, I am an Aussie so my needs to get any such info is rare. Ask the blackvault, I'm sure he'd know, after all he seems to get FOIA stuff all the time.
