Well, if you believe that there is a shadow government which tries to run this country over and above our visible leaders, then no President is privy to there actions. I do believe this.
But never the less, by simple logic, intelligence communities have more to gain from a right leaning or a fascist party than from a liberal one. Therfore the need to inform the President wouldn't be as much of a concern to the Intelligence Agencies in a liberal or Democratic government as it would be in a right wing administration.
In order for Obama to know his intelligence agencies, they must in turn, be willing to inform him. Therefore he is probably less informed than Bush.
