There is a secret government project that is already implemented but not fully operational, mainly because Nasa has shutdown the space shuttle program (thank God). This project is called Project Phoenix, it's where Nasa recycles reusable satellite parts from shut down satellites such as relay dishes and LMB microwave emitters and attached them to fully operational satellites. I know that doesn't sound all that bad, but bare with me, it gets worse. What Nasa plans to do with the satellites is emit a low frequency from space and bombard criminals with it. At small amounts that will drive a person psychotic, cause cancer, large amounts would kill almost instantly within 10 to 30 seconds. This new Phoenix Program will be fully operational by 2015 and it will be used on all criminals that serve jail time at that time to control the population and all human beings, supernatural humanoid beings, who knows. The United States will not be safe for criminal activity.
