What's the correct way to write one?

Some members of the Gang Stalking community often request FOIA. Recently a letter was circulated online saying that it should be sent into the FBI, but after reading the letter I had concerns that the senders would be profiled as mentally unstable.

Does anyone have experience with these letters?
