Maybe the chain of command structure and internal affairs can keep usage of gps pinging from being used wrongfully. Assuming that those you'd have to get permission from aren't themselves corrupt.

But in Gotham where you can hardly trust anyone on the force, I dunno man...I think we might need batJesussuperspiderman or something.
