OK, so Mark Hugo's like a nuclear engineer, really into nuclear theory, and been into cold fusion & LENR for a long time also. He's made some connections in his area, one of which is Dr. Richard Oriani, and he's been working with them to understand the research better.
It seems (to me) like he's got validation that Cold Fusion works in Oriani's experiments, right here:

Interestingly, if Oriani's work is correct, then cold fusion events may produce even more energy per-event than hot fusion does. The only reason they don't blow up the lab is because these events are VERY rare (5 weeks for Oriani to capture one). Now maybe that'll change once they figure out WHAT is going on and WHY it's happening.
