Kelly did OUT shoot 3 cops ,and killed them .It was a shoot out .
The coppers were running a muck at all levels in the 1880s, drunkedness while on duty,hararssment of citizens ,gambling setups ,brothel visits ,they had their hands out and this seemed to annoy a few and rightly so.People like Kelly wouldn't have it ,he grew up around it all , no excuse but if the state led by example then they may well have helped to breed a tearaway . His crimes were non violent for the most part when stealing and the like untill the shootings according to witnesses .
For the commisioner at the time who was involved in the dirty as well ,also as useless as a pair of tits on a bull when it comes to getting things done, unless it was to help himself .The commissioner was the states worst enemy in reality .There was actually a prison built specifically for the Victorian police at teh time who broke the law .
All facts ,the media don't seem to bring those bits to light often.
