This will act as a buffer and also an anchor. Further, secrecy is important to obtain some verification through the FOIA, of some key points such as location, facilities mentioned etc. This will help to see through the fog.

Much of what is printed about UFO conspiracies, aliens etc is certainly going to be subject to inferences by interested parties who have something to gain from the confusion.
