Just as with Iran we should make clear that our goal is to replace the regime. North Korea's dictatorship is dangerous, endlessly cruel, is nuclear-armed, and has a history of proliferating every major weapon system it possesses. It is the first government since Nazi Germany to counterfeit U.S. currency, which poses a direct threat to our economy. The regime enslaves its people under Stalinist conditions. It has literally shrunk the height of the average North Korean over the last two decades through malnutrition. It has an estimated 200,000 people in gigantic concentration camps. Despite global condemnation, North Korea tested long-range ballistic missiles in July of 2006 and conducted a nuclear test in November of 2006. In both instances, it ignored condemnatory UN Security Council resolutions that followed. We have been talking with North Korea since 1993 and they have consistently lied to us and violated virtually every international agreement to which they are a party. Our goal should be to help the people of North Korea liberate themselves from this terrible dictatorship and achieve self government.
In the immediate future we should have an announced policy of stopping any North Korean ICBM from being launched. This would require a willingness to eliminate the missile on the launch pad while it is being fueled. This is a step former Vice President and former Ambassador to Japan Walter Mondale has advocated. It is a policy former Democratic Secretary of Defense Bill Perry has advocated. Our message to the Chinese should be that if they do not want to see us destroying North Korean missiles, they should insist that the North Koreans not put any more on launch pads. There are no prudent circumstances in which we should allow a North Korean missile to be fired without prior inspection.
The United States should announce that any effort by North Korea to ship nuclear weapons or material anywhere will be a casus belli and will lead to the end of the regime. We cannot allow any ambiguity about how seriously we regard the threat of the current North Korean material falling in the hands of terrorists. We must also enhance our ability to detect and counter North Korean proliferation by insisting that North Korea's neighbors join the Proliferation Security Initiative, which will require pressure on China and South Korea.
We must work for the demise of the regime, just as Ronald Reagan did with the Soviet Empire at the end of the Cold War. When combined with a strong defense posture and the willingness to act preemptively when necessary, this will mark a new policy of "Deterrence Plus." It will be a departure from the State Department solution of endless talk with no consequence embodied in Six Party Talks, which like the 1994 Agreed Framework that preceded them, have failed to achieve the goal of ending North Korea’s nuclear weapons program.
The Kim Jong Il regime's method of survival is extorting aid from foreign governments and deriving funds through the sale of weapons, illegal and counterfeit drugs and counterfeit U.S. currency. Striking at these pillars of support while encouraging a dissent movement in North Korea are the keys to expediting regime collapse. Putting pressure on the regime from abroad while empowering the North Korean people to change it from within are essential pieces of an overall strategy that also includes deterring the regime, preempting imminent threats, and preventing nuclear-related proliferation. Only when North Korea is free will it finally cease to be a threat to U.S. security and that of our allies.
