Maybe, maybe not. I do know they don't need plutonium to build nuke plants, nor do they need breeder reactors. The primary purpose of a breeder reactor has always been to manufacture plutonium, not generate electricity.

If they've achieved their own little Chernobyl, maybe the fissile mass will penetrate the Earth's crust before they admit to it, and encase their country in a fresh layer of magma. 😯
