it's just another way to save money
since many broke people smoke pot..heck many any people smoke pot
the government does stuff like this all the time
to get government benefits one must jump through hoop after hoop

it's a technique..only the truly desperate or truly tenacious will jump through all the hoops..to get to the prize

this reminds me of the whole take away tenor for teachers argument
they act like it's to make it more fair for better teachers to have a chnace and or bad teachers to get fired..that's bs..it's cost cutting..teachers that are at the point of tenor make more money than new teachers

it's so obvious,
it's wrapped up in a righteous looking package simply to sell it

Longterm permanant welfare people should not be allowed to spend money of booze, cigaretees, and lottery tickets, should pass a drug test, and be required to do something for the money if they are not disabled totally. I think the taxpayers of tired of women collecting welfare that have a string of 8 kids like a baby mill.
